The Clerk read the minutes of February 26th.

Communications from James Agnew Esquire City Solicitor were read in Re Harty Lease - Market Property and a proposal from Charles McSauley to take a lease of the old House of Industry.

On motion of Ald: Carson seconded by Ald: McRossie Ordered, That the communication of James Agnew in reference to Harty Lease be referred to the Committee on City Property to report.

On motion of Ald: Dupuis seconded by Ald: Power Ordered, That the communication of Mr. Agnew referring to the old House of Industry be referred to the Committee on City Property to report.

A Communication from Mr. Willliam Lake was read applying for the Office of Sub Engineer for the City.

On motion of Ald: Carson seconded by Ald: Gaskin Ordered, That the communication of William Lake be referred to the Committee on Streets.

Ald: McIntyre brought up the petition of William Cobourn and 23 others praying that a Tank be constructed in the vicinity of Division street &c.

On motion of Ald: McIntyre seconded by Ald: Carson Ordered, That the petition of William Cobourn and others be referred to the Committee on Fire, Water and Gas to report.

Ald: McCammon brought up the petition of Isaac David praying for a remission of four months Carters License.

On motion of Ald: McCammon seconded by Ald: Harty Ordered, That the petition of Isaac David be referred to the Committee on Licenses to report.

Ald: McCammon brought up the petition of Francis Dawson and John O'Neil praying payment for deepening Drain on Clergy street Frontenac Ward.

On motion of Ald: McCammon seconded by Ald: Clements Ordered, That the petition of Francis Dawson and John O'Neil be referred to the Committee on Streets to report.

Ald: Allen brought up the petition of John Potts praying for a remission of a half years Carters license.

On motion of Ald: Allen seconded by Ald: Drennan Ordered, That the petition of John Potts be referred to the Committee on License &c to report.

Ald: Metcalfe brought up the petition of Michael McDonald praying permission to lay down building materials on Montreal street.

On motion of Ald: Metcalfe seconded by Ald: McCammon Ordered, That the petition of Michael McDonald be granted under the supervision of the City Engineers

Garvin and 25 others praying for a Lamp at the corner of Montreal and Clarence Ordnance streets.

On motion of Ald: Drennan seconded by Ald: Allen Ordered, That the petition of Edward Garvin and others be referred to the Committee on Fire, Water and Gas to report at as early a day as possible.

Ald: McRossie brought up the petition of William Mudie praying permission to enter the main drain on Gordon street.

On motion of Ald: McRossie seconded by Ald: Asselstine Ordered, That the petition of William Mudie be granted on the usual conditions.

Ald: Carson brought up a petition of Alpha Hose Company praying for an increase of their stipend.

On motion of Ald: Carson seconded by Ald: Powers Ordered, That the petition of Alpha Hose Company be referred to the Committee on Fire, Water and Gas to report.

Ald: Carson brought up the petition of Thomas Carter praying that the Council will continue the deepening of a drain in Princess street North.

On motion of Ald: Carson seconded by Ald: McIntyre Ordered, That the petition of Thomas Carter be referred to the Committee on Streets &c. to report.

Ald: Carson brought up the petition of Robert Chexten praying the Council to continue the Drain at the upper end of Brock street.

On motion of Ald: Carson seconded by Ald: Asselstine Ordered, That the petition of Robert Carson Chexten be referred to the Committee on Streets and Improvements to report.

Ald: Metcalfe brought up the petition of James McFadden and 18 others praying for a Lamp on the Corner of Patrick and John streets Frontenac Ward.

On motion of Ald: Metcalfe seconded by Ald: McCammon Ordered, That the petition of James McFadden and others be referred to the Committee on Fire, Water and Gas to report at the next meeting of this Council.

Ald: Metcalfe brought up the petition of Patrick Fallon and 5 others praying that their broken stones be taken off their hands.

On motion of Ald: Metcalfe seconded by Ald: McCammon Ordered, That the petition of Patrick Fallon and others be referred to the Committee on Streets and Improvements to report.

Ald: Pense here entered.

Ald: Dupuis from the Committee on Finance and Accounts brought up a Report (Number 550 Book D) which was read and adopted.

Ald: Drennan brought up a Report of the Deputation to Ottawa (Number 551 Book D) on Crystal Palace grounds which was read.

Ordered, That the report of the deputation to Ottawa be received and adopted and this Council desire to express its satisfaction at the result of their mission.

The Chairman from the Committee on the Market brought up a Report which was read.

Ald: Carson moves seconded by Ald: Gaskin That the report of the Committee on the Market be received and adopted.

In Amendment Ald: Drennan moves seconded by Ald: Allen That the report be not adopted but referred back for further consideration - but being put was carried. Yeas 10 Nays 9 and the original motion was lost.

The Chairman from the Committee on Licenses brought up the Report (Number 552 Book D) which was read and adopted.

The Chairman of the Court of Revision brought up a Report from the Court on the petition of G.E. Ashley and on the Communication of Mr. G.A Kirkpatrick on behalf of the Canadian Engine and machinery Company which was read and received.

On motion of Ald: Price seconded by Ald: McRossie Ordered, That no money be expended on new works or undertakings until the Finance Committee have brought in their annual statement showing the financial position of the City and the available means and necessary expenditure for the present year.

A Communication from James Agnew Esquire City Solicitor was read on the subject of Investigations into Fires.

On motion of Alf: Price seconded McIntyre Ordered, That in the opinion of this Council the Chief of Police should place himself in correspondence with the various Insurance Agents with a view to inquire by legal investigation into the cause of such fires as may occur during the remainder of the year, and that the report to this Council if the Insurance Companies will bear the expense. - Yeas 14 Nays 2

On motion of Ald: Carson seconded by Ald: McRossie Ordered, That the sum of two hundred dollars be placed to the credit of the Committee on Streets for the purpose of paying for broken stone for streets in this City.

On motion of Ald: Price seconded by Ald: Harty Ordered, that the Mayor obtain the City Solicitor's opinion as to whether or not the gardens in rear of St. Georges Cathedral and in front of Regiopolis College buildings are liable to assessment.

A Meeting of the Council of the Corporation of the City of Kingston was held this day. Present

His Worship the Mayor

Aldermen Allen, Asselstine, Campbell, Carson, Clements, Drennan, Dupuis, Gaskin, Metcalfe, Mooers, McCammon, McDermott, McIntyre, McRossie, Noble, Pense, Power [Powers], Walkem

The Clerk read the minutes of the two last meetings.

A Certificate from the City Clerk was read certifying to the approval of the By-Law to raise by way of Loan $25000 for the purposes herinafter mentioned by the Electors of the City of Kingston. x

A Communication from James Agnew City Solicitor was read on the subject of taxing the garden in rear of St Georges Church and in front of Regiopolis College.

x On motion of Ald: McIntyre seconded by Ald: Drennan Ordered, that the Communicaiton of the City Clerk be referred to the Finance Committee to take such action as may be necessary and report - Yeas 12 Nays 6

A Communication from L.B. Hance Chief of Police was read in Re Fire Investigation

A Report from Henry Youlden Engineer was read on the subject of the Fire Alarm Telegraph Wire being cut &c

On motion of Ald: Drennan seconded by Ald: Allen Ordered, That the Communication of Engineer Youlden be referred to the Committee on Fire, Water and Gas to investigate and report.

A Communication from the Board of Commissioners of Police was read recommending the Council to give a gratuity to Sub Constable Stacey owing to his long service in the Police Force.

Ald: McRossie moves seconded by Ald: McIntyre That the Communication of M. Flanagan Clerk to Police Commissioners be referred to the Finance Committee to report

In Amendment Ald: Allen moves seconded by Ald: Walkem That the Communication of the Clerk from the Police Commissioners be laid on the table - which being put was lost Yeas 8 Nays 10 And the original motion being put was carried Yeas 10 Nays 8.

A Communication from Mr Henry Rawden was read asking the Council to contribute to the Salvage Corps.

On motion of Ald: Metcalfe seconded by Ald: Pense. Ordered, That the Communication of the Kingston Salvage Corps be referred to the Committee on Fire, Water and Gas to report at next meeting of this Council.

A Communication from M. Lavell Esquire M.D. was read requesting the use of Ontario Hall &c for the examination of the Medical Graduates on the 10th day of April and following days.

On motion of Ald: Drennan seconded by Ald: Dupuis Ordered, That Ontario Hall and Council Chamber be granted to the Medical Association for their examination on the tenth of April.

Ald: Metcalfe brought up the petition of Archibald McConaghy praying permission to lay down building materials on Ontario street.

On motion of Ald: Metcalfe seconded by Ald: Pense Ordered, That the petition of Archibald McConaghy be granted under the supervision of the City Engineers.

Ald: McRossie brought up the petition of Richard Fossill & Son praying permission to deposit building materials on Clarence street.

On motion of Ald: McRossie seconded by Ald: Walkem Ordered, That the petition of R. Fossill & Son be granted on the usual conditions.

Ald: McRossie brought up the petition of W.R. Menojaye praying for permission to open Clarence street to enter Main Drain

On motion of Ald: McRossie seconded by Ald: Gaskin Ordered,That the petition of W.R. Menojaye be referred to the Committee on Streets with power to act.

Ald: Noble brought up the petition of Thomas O'Connor and 7 others praying to have West street from King Street to the Waters edge widened.

On motion of Ald: Noble seconded by Ald: McRossie Ordered, That the petition of Thomas O'Connor & others be referred to the Committee on Streets and Improvements to report at next meeting of this Council.

Ald: Gaskin brought up the petition of William McCartney and Brothers praying permission to lay down building materials on Gordon street.
