Ordered, That the petition of William McCartney and Brother be granted on the usual conditions.

Ald: Noble brought up the petition of G.M.Millar & Co. requesting the use of Steam Fire Engine to pump out Water of Elevator

On motion of Ald: Noble seconded by Ald: Campbell Ordered, That the petition of G.M. Millar & Co. be granted under the supervision of the Committee on Fire, Water and Gas and that the petitions pay $10.00 for the use of the Engine.

Ald: Noble brought up the petition of William Strainge and two others praying for a Drain running from Bond Head street along Bay street to Montreal street.

On motion of Ald: Noble seconded by Ald: Campbell Ordered, That the petition of William Strainge and others be referred to the Committee on Streets and Improvements to report.

Ald: Pense from the Committee On Finance and Accounts brought up a Report (Number 553 Book D) which was read and adopted.

The Chairman from the Committee on City Property brought up a Report (Number 554 Book D) which was read.

Ald: Drennan moves seconded by Ald: Clements That the reort of the Committee on City Property be received and adopted.

In Amendment Ald: Carson moves seconded by Ald: Gaskin That the report be amended by striking out the clause referring to the renting of the Butchers stalls, for the present - which being put was lost.

Yeas: Messrs Allen, Asselstine, Campbell, Carson, McDermott, Pense, Gaskin 7 Nays: Messrs Clements, Drennan, Dupuis, Mooers, McCammon, McIntyre, McRossie, Noble, Power[Powers], Walkem 10

and the original motion being put was carried.

On motion of Ald: Gaskin seconded by Ald: Mooers Ordered, That the Mayor be requested to cause the Auditors, or someone he may select to furnish a list of all uncollected Taxes for 1872 to 1875 inclusive, giving names and amounts for the information of the Council at its next meeting as well as taxes due on non resident lands.

The Council went into Committee of the whole on the second reading of the By Law to regulate the weight of potatoes - Ald: Campbell in the Chair - The Council resumed - The Committee reported progress and asked leave to sit again - The Report was received.

On motion the Council adjourned.

Monday 7:30 OClock P.M. Kingston April 9th 1877

A Meeting of the Council of the Corporation of the City of Kingston was held this day. Present

His Worship the Mayor

Aldermen Asselstine, Clements, Drennan, Dupuis, Gaskin, Gildersleeve, Metcalfe, Mooers, McIntyre, Noble, Pense, Power, Walkem

The Clerk read the Minutes of the last meeting

The By Law entitled "A By Law to raise by way of loan the sum of $25,000 for the purposes hereinafter mentioned." was read a third time and passed.

A Communication from George A. Kirkpatrick Esquire Secretary to High School was read applying for the Municipal Grant to the Institute for 1877 in accordance with the Statute in that behalf.

On motion of Ald: Drennan seconded by Ald: McIntyre Ordered, That the Communication of George A. Kirkpatrick Esquire be referred to the Finance Committee to report.

A Communication of Patrick Devlin, Chief Engineer Fire Department was read asking for assistance towards defraying the expenses of the Funeral of the late Thomas Gray Captain of Hook & Ladder Company.

On motion, That the Communication of P. Devlin be referred to the Committee on Fire, Water and Gas to report.

A Communication from James Connolly was read applying for the office of Scavenger No 1 Market.

On motion of Ald: Walkem seconded by Ald: McIntyre Ordered, That the Communication of James Connolly be referred to the Market Committee to report.

Ald: McCammon and Carson here entered.

A Communication from L. B. Hance, Chief of Police, was read in Re investigation into Causes of Fires - There was no action taken therein.

A Communication from Messrs Rowan and Moore was read payment for Maps of City.

On motion of Ald: Pense seconded by Ald: Dupuis Ordered, That His Worship the Mayor sign a warrant for the payment of the City Maps of Rowan & Moore at the price agreed upon when they are delivered and are approved of by him. Yeas 14 Nays 2

A Communication from Auditors was read submitting List of uncollected Taxes for 1872, 73, 74, & 75 respectively.

On motion of Ald: Gaskin moves seconded by Ald: Mooers OrderedThat the statement of uncollected Taxes now before the Council be referred to the Finance Committee and that the Mayor be directed to order the Collector to proceed at once to collect

the same and that all amounts not paid by the 20th April be published in each of the City daily papers - one insertion.

In Amendment Ald: McIntyre moves seconded by Ald: Walkem That the Communication of Auditors be referred to the Committee on Finance and that it be open in the Clerks office for inspection by members of the Council and that His Worship the Mayor be authorized to take proceedings for the Collection of all uncollected Taxes - which being put was carried and the original motion was lost Yeas 16 Nays 2.

A Communication from William H. Sullivan Secretary R.C. Separate Schools was read requesting to have drain in rear of their property John street fixed.

On motion of Ald: Metcalfe seconded by Ald: Pense Ordered that the Communication of the Trustees of Separate Schools be referred to the Committee on Streets to report.

A Communication from E. H. Harken Parker was read asking the Council to appoint an valuator Arbitrator to value the land on which his building stands, Corner of Market Square and King streets.

On motion of Ald: Drennan seconded by Ald: Clements Ordered, That the Communication of E.H. Parker be referred to the Committee on City Property with power to act this Council appointing John Power Architect as the Arbitrator on behalf of the City.

Ald: McCammon brought up the petition of Barber & McCarter praying permission to lay down building materials on Clergy street.

On motion of Ald: McCammon seconded by Ald: Pense Ordered, That the petition of Messrs Barber and McCarter be granted on the usual conditions.

Ald: McIntyre brought up the petition of John Brown respecting Taxes.

On motion of Ald: McIntyre seconded by Ald: Carson Ordered, That the petition of John Brown be referred to the Court of Revision.

Ald: Mooers brought up the petition of James Richardson Esquire and 30 others praying for the removal of the small Pox Hospital.

On motion of Ald: Mooers seconded by Ald: Gaskin Ordered, That the petition of James Richardson and others be referred to the Board of Health.

Ald: McDermott brought up the petition of John Cunningham praying permission to lay down building materials on John street.

Ald: Noble brought up the petition of Isaac Newlands praying permission to lay down building materials on Ontario street.

On motion of Ald: Noble seconded by Ald: Metcalfe Ordered, That the petition of Isaac Newlands be granted under the supervision of the City Engineers.

Ald: Carson brought up the petition of William Adams praying to have drain in Gordon street continued.

On motion of Ald: Carson seconded by Ald: Asselstine Ordered, That the petition of William Adams be referred to the Committee on Streets to report.

Ald: Carson brought up the petition of Robert Elliott praying for the deepening of the Drain in Division street.

License Commissioners was read requesting the use of the Mayor's office for the Meetings of the Board.

Ald Drennan from the Committee on Finance and Accounts brought up a Report (Number 555 Book D) which was read and adopted.

The Chairman from the Committee on Streets and Improvements brought up a Report (Number 556 Book D) which was read and adopted.

The Chairman from the Committee on Fire, Water and Gas brought up a Report (Number 557 Book D) which was read and adopted.

On motion of Ald Drennan seconded by Ald Dupuis Ordered, That this Council adjourn until Monday evening sixteenth for the purpose of taking up and passing Sundry By Laws now ready for said purpose.

A Meeting of the Council of the Corporation of the City of Kingston was held this day (Present) pursuant to adjournment.

Ald: Drennan introduced a By Law respecting the Kingston Street Railway" which was read a first time Ordered, That the 29th Rule of Council be suspended and the Council go into Committee of the whole on the second reading.

Alderman Gaskin in the Chair

The Council resumed.

The Committee rose and the Chairman reported the second reading of the By Law clause by clause as amend the Report was received.

The By Law was read a third time and passed and was signed by the Mayor.
