A Communication from William Power [Powers?] Esquire was read tendering his resignation as alderman for the Sydenham Ward - There was no action taken therein.

A Communication from William Murray was read proposing to rent the stall in the shambles lately occupied by James Gardiner - There was no action taken therein.

A Communication from James P. Gildersleeve Esquire was read proposing to insure the lives of the Firemen on certain conditions.

On motion of Ald: Drennan seconded by Ald: Carson Ordered, That the Communication of James P. Gildersleeve be referred to the Committee on Fire, Water and Gas to report.

A Communication from George A. Kirkpatrick was read respecting Montreal street.

On motion of Ald: Carson seconded by Ald: McRossie Ordered, That the Communication of George A. Kirkpatrick be referred to the Committee on Streets to report.

Ald: McRossie brought up the petition of Edward Fahey praying the Council to cause a drain to be made on Wellington street.

On motion of Ald: McRossie seconded by Ald: Carson Ordered, that the petition of Edward Fahey be referred to the Committee on Streets to report.

Ald: Drennan brought up a petition of James Agnew City Solicitor praying for the use of the office lately now used for a Registry office.

On motion of Ald: Drennan seconded by Ald: Clements Ordered, That the petition of the City Solicitor be referred to the Committee on City Property to report.

Ald: Gaskin brought up the petition of James Gardiner and two others Butchers praying for a reduction of Stall Rent &c - There was no action taken therein.

Ald: McDermott brought up the petition of William Bentley respecting Drain be referred to the Committee on Streets with power to act.

Ald: McDermott brought up the petition of the Hook and Ladder Company praying payment of certain expenses at the funeral of the late Thomas Gray a Fireman.

On motion of Ald: McDermott seonded by Ald: Metcalfe Ordered, That the petition of the Hook and Ladder Company be referred to the Committee on Fire, Water and Gas to report.

On motion of Ald: Drennan seconded by Ald: McIntyre Ordered, That His Worship the Mayor issue the usual proclamation for Her Majesty's Birthday on Thursday 24th May.

Ald: McIntyre brought up the petition of Edward Benjamin Wilson and 18 others praying for the construction of a drain on Colborne street.

On motion of Ald: McIntyre seconded by Ald: Carson Ordered, That the petition of Major Wilson and others be referred to the Committee on Streets and Improvements to report.

Ald: McIntyre brought up the petition of I.L. Morrison Esquire President of the Kingston Street Railway requesting permission to lay down a single track Railway along the following streets - from a point on Union street where the same is intersected by Livingston Avenue, then down Livingston Avenue to King street, thence along King street to the Western limits of the City - the track to be laid in Centre of Street.

On motion of Ald: McIntyre seconded by Ald: Walkem Ordered, That the petition of the Kingston street Railway be referred to the Committee on Streets and Improvements to report.

Ald: McIntyre from the Committee on Finance and accounts brought up a Report (Number 561 Book D) which was read and adopted.

The Chairman from the Committee on City Property brought up a Report (Number 562 Book D) which was read and adopted.

On motion of Ald: Drennan seconded by Ald: Carson Ordered, That the sale of the City Property tomorrow in this place J.E. Hutcheson be employed as the auctioneer.

On motion of Ald: Drennan seconded by Ald: McIntyre Ordered, That the Assessors be allowed the same renumeration for their services for 1877 as last year.

The Chairman from the Committee on the Market brought up a Report on subject of Street Railway along Market was read - and no action taken therein.

On motion of Ald: Price seconded by Ald: Walkem Ordered, That the Mayor, Aldermen Drennan, McIntyre, Walkem and the mover be a Committee to inquire and report as to the present position of the Kingston and Napanee macadamized road and if some means cannot be used to have the tolls removed therefrom or to remedy the great injustice to the City of Kingston by the Government permitting tolls to be collected on the six miles adjacent to the City and not upon the eighteen miles leading into the Town of Napanee.

Ald: Drennan brought up the petition of John Fishers praying for the privilege of building a Pier at the foot of King street.

On motion of Ald: Drennan seconded by Ald: Allen Ordered, That the petition of John Fisher be referred to the Committee on Wharves and Harbors to report.

On motion the Council adjourned.

The Clerk read the Minutes of the last meeting.

A Communication from James Agnew City Solicitor was read in Re - Grant to Stacey.

On motion of Ald: McIntyre seconded by Ald: Drennan Ordered, That the Communication of the City Solicitor be referred to the Committee on Finance and accounts to report.

A Communication from Martha Moyle by her Attorney Kirkpatrick and Rogers was read notifying the Council of the appointment of James Alexander Henderson 2.C. of Kingston Esquire to act as Arbitrator in opening Montreal street.

A Communication from James A. Henderson Esquire was read in regard to the opening up of Bagot street.

A Communication from George Durnford Esq Manager Bank of British North America was read stating the Bank has no longer any interest in any of the properties affected by the opening of the Montreal road.

A Communication from T.G. Rudd was read in reference to the opening of Division street between Johnson and Earl streets.

On motion of Ald: Carson seconded by Ald: Asselstine Ordered, That the Communication of T.G. Rudd be referred to the Committee on Streets to report.

Ald: Drennan brought up the petition of Fanny Lansing respecting Taxes.

On motion of Ald: Drennan seconded by Ald: Price Ordered, That the petition of the Widow Lansing be referred to the Court of Revision to act.

Ald: Allen brought up the petition of Rees Brothers Heath and Gunn and 20 others requesting permission to lay down a crossing on Princess street in the Centre of the Block &c.

On motion Ald: Allen moves seconded by Ald: Price That the petition of Heath and Gunn and 20 others be referred to the Committee on Streets with power to act.

In Amendment

Ald: McIntyre moves seconded by Ald: Gildersleeve That the petition of Heath Gunn be granted under Superintendence of the City Engineer and provided the necessary guarantee be given the City against loss or damage arising in respect of laying of the crossing which being put was lost Yeas 1 Nays 10 and the original motion was carried.

Ald: Harty brought up the petition of Patrick Burns praying he may be refunded amount expended on repairs to Corporation property.

On motion of Ald: Harty seconded by Ald: McDermott Ordered, That the petition of Patrick Burns be referred to the Committee on City Property to report.

The Chairman from the Committee on Fire, Water and Gas brought up a Report recommending a sum of Forty dollars towards the funeral expenses of the late Thomas Gray a Fireman - which was read - the Mayor ruled the Report out of order.

Ald: Price introduced a By Law respecting the Kingston Street Railway Company - which was read a first time.

Ordered, That the 29 Rule be suspended The Council went into Committe of the whole on the second reading. Ald: McIntyre in the Chair.

The Council resumed.

The Committee rose, reported progress and asked leave to sit again - The Report was received.

On motion the Council adjourned.

A Special Meeting of the Council of the Corporation of the City of Kingston was held this day to take up the regular business and the appropriations for the present year (in place of regular meeting on Monday next). Present.

On motion of Ald: McCammon seconded by Ald: Harty Ordered, That the petition of the Rev Mr McKerras [MacKerras] be referred to the Court of Revision.
