Ald. Carson brought up the petition of George Brown respecting Taxes - Referred to the Court of Revision.

Ald: Thompson from the Committee on Finance and Accounts brought up a Report (Number 374 Book E) which was read and adopted.

The Chairman from the Committee on Streets &c brought up a Report (Number 375 Book E) which was read and adopted.

The Chairman from the Committee on Fire Water and Gas brought up a Report (Number 376 Book E) which was read and adopted.

Applications from H Youlden was read applying for the appointment of Chief Engineer of the Fire Department in place of the late Chief who resigned.

An application from Wm Newan was read tendering the services of David Hall and himself to organize and work efficiently a Fire Department that will do the necessary duty for the City keeping Devlin still on his post

On motion of Ald. Gildersleeve seconded by Ald. Clements Ordered, That the thanks of this Council are due and hereby tendered to the Chief of Fire Brigade M. Bateson and the other members of the Brigade for their most efficient services during the lengthened period of service - and hereby desire to express the great regret which the Council feels in being obliged to accept their resignation

On motion of Ald: Carson seconded by Ald. Dunn Ordered, That H. Youlden be appointed Chief Engineer of the Fire Brigade.

Ald. Gildersleeve introduced "A By [Law] to adopt the award of the Arbitrators between the Corporation of the City of Kingston and John Maloney in the matter of the extension of Picard street from Montreal to Rideau streets in the City of Kingston" which was read a first time

The 30th Rule was suspended and the Council went into Committee of the whole on the second reading Ald. James Wilson in the chair The Council resumed The Committee rose and the Chairman reported the second reading of the By Law clause by clause. The Report was received The By Law was read a third time and passed.

On motion of Ald: McDermott seconded by Ald: Little Ordered, That the request of Mr. Carrington for a Lamp be referred to the Committee on Fire Water and Gas to report On

On motion of Ald McDermott seconded by Ald Dunn Ordered, That in the opinion of this Council it is desirable to amend the Fire limits so that the Construction of such a building as mentioned be not an infraction of it that such amendment should be made at the next session of the Council to that effect and that in the meantime this Council will not authorise any interference with Jm Strainge should he proceed with the Construction of said building

On motion the Council adjourned

A Special Meeting of the Council of the Corporation of the City of Kingston was held this day. Present

His Worship the Mayor Aldermen Adams, Carson, Clements, Dunn, Little McDermott, Redden, Robinson, Shannon, Thompson, Whiting, J Wilson

The Mayor stated the meeting was called to take up Report of Committee on City Property. Re purchase of furniture from Fire Brigade.

The Chairman from the Committee on City Property brought up a Report which was read

On motion of Ald. J Wilson seconded by Ald. Little Ordered, That the report of the Committee on City Property be received

On motion of Ald. Whiting seconded by Ald. Carson Ordered, That the property claimed and owned by the Fire Brigade should be purchased from them at the price named by them as soon as the Finance Committee report funds for that purpose

Ald: Carson submitted memoranda purporting to be receipts and disbursements of the Benevolent Fund.

On motion of Ald: Carson seconded by Ald: Whiting Ordered, That no action be taken to recover the balance of the benevolent fund - eleven dollars and twenty five cents

On motion the Council adjourned

Monday 8 O'Clock PM Kingston December 14th 1885

A Meeting of the Council of the Corporation of the City of Kingston was held this day. Present

His Worship the Mayor Aldermen Clements, Drennan, Dunn, Gildersleeve, Harty, Hobart, Irwin, Little, McDermott, McKelvey, O'Brien, Redden, Shannon, Thompson, J Wilson

The Clerk read the Minutes of the two last Meetings.

A Communication from the Honourable George A Kirkpatrick Secretary Board of Trustees Collegiate Institute was read Re appointment of Trustee in place of the retiring ones Messrs EH Smythe LL.D. and William Irving.

On motion of Ald. Gildersleeve seconded by Ald. J Wilson be the Trustees fro the Collegiate Institue

A Communication from A.P. Knight Esquire was read asking for a remission of Rent of Hall on the occasion of the Bingough lecture for the benefit of the Collegiate Institute declared out of order.

Communications from Henry R Smith and others respecting taxes were submitted and referred to the Court of Revision

A Circular from the Provincial Board of Health Re appointment of Local Boards of Health - Referred to the Local Board of Health to report to Council

Ald Thompson brought up the petition of George T Oldrare and others Vessel Owners respecting Taxes on Vessels &c. Referred to the Court of Revision to report to Council

Ald: Dunn brought up the petition of James Jackson asking that he be only charged a half months License on two billard tables.

On motion of Ald. Dunn seconded by Ald. Little Ordered, That the prayer of the petition of James Jackson be granted.

Ald: Little brought up the petition of John J. Maloney asking for a remission of Taxes - Referred to the Court of Revision

Ald. Carson brought up the petition of F. Baskey and 24 others asking for a coal Oil Lamp on the Corner of North Victoria and Albert streets - Referred to the Committee on Fire, Water and Gas

Ald. Carson brought up the petition of F. Sommerville respecting Taxes - Referred to the Court of Revision

Ald. Redden brought up the petition of Thomas Ronan praying

Ald: Thompson brought up the petiton of John M Campbell asking permission to erect poles for Electric lights

On motion of Ald Thompson seconded by Ald Irwin Ordered, That the petition of J.M. Campbell be referred to the Committee on Streets with power to act

The Chairman from the Committee on Streets &c brought up a Report (Number 378 Book E) lwhich was read and adopted.

On motion of Ald Thompson seconded by Ald Dunn for the next regular meeting of this Council a statement showing the expenditure on Streets, Walks, Bridges &c in each Ward also the over or under expenditure in approriation of each Ward as made by Street Comittee in report presented to Council and adopted

The petition of Thomas F Taylor and others for Lamp on Arch street was referred to the Committee on Fire Water and Gas

Ald. Clements introduced a By Law to authorize His Worship the Mayor and City Treasurer to borrow Ten thousand dollars until such time as the taxes levied therefor can be collected which was read a first time

The 30th Rule wsa suspended and the Council went into Committee of the whole on the second reading

Ald: Wm Wilson in the Chair The Council resumed The Committee rose and the Chairman reported the second reading of the By Law clause by clause the report was received. By Law read a third time and passed

A Communication from the Sisters of the Hotel Dieu and from the Right Rev? Dr Cleary Bishop of Kingston was read objecting to the opening up of Sydenham street as proposed by By Law

A Memorandum from James Agnew Esq: City Solictor Re opening up Sydenham street was read

Ald. Redden introduced a By Law to open up and make a street from Princess street to Johnson street in the City of Kingston to connect Sydenham street North with Sydenham street South which was read a first time Ald:

Ad Gildersleeve introduced a By law to fix the plans in each Ward in the City of Kingston where the nomination of Candidates for the Office of Alderman shall take place, and to appoint Returning Officers to hold the said nominations which was read a first time.

The 30th Rule was suspended and the Council went into Committee of the whole on the second reading of the By Law.

Ald Carson in the Chair The Council resumed The Committee rose and the Chairman reported the second reading of the By Law clause by clause. The Report was received.

The By Law was read a third time and passed.

Ald. Gildersleeve introduced a By law to appoint Deputy Returning Officers and places for holding the next ensuing Municipal Elections for the City of Kingston which was read a first time.

The 30th Rule was suspended and the Council went into Committee of the whole on the second reading of the By Law.

Ald Clements in the Chair The Council resumed The Committee rose and the Chairman reported the second reading of the By law clause by clause. The Report was received.

The By Law was read a third time and passed.

On motion the Council adjourned.
