Ald: Gaskin moves seconded by Ald: Allen That the portion of the Report which refers to watering the streets be struck out - which being put was [underline] lost [/underline]. Yeas 3 Nays 12 and the original motion being put was [underline]carried[/underline]. Yeas 12 Nays 3

Ald McKelvey from the Committee on Printing brought up a Report (Number 538 Book D) which was read and adopted.

Ald: Carnovsky here entered.

Ald Metcalfe introduced a Report from James Conley City Commissioner showing amounts collected for Licenses for the year.

On motion of Ald: Metcalfe seconded by Ald: Noble Ordered, that the report of the City Commissioner be received and placed in the City Clerk's office for future reference and that the City Commissioner be granted the sum of $60 as compensation for extra services during the year 1876.

On motion of Ald: Dupuis seconded by Ald: McCammon Ordered, that a note of thanks be tendered to Mayor Britton for his efficient, kind and gentlemanly departments in his capacity of Mayor during the past year and also that the best wishes of this Council be extended to himself and family during the coming years. (Carried unanimously).

On motion the Council adjourned.

James A Henderson Esquire Deputy Judge of the County Court of the County of Frontenac was present and administered the declarations of qualification and of Office to the Mayor elect -

Whereupon the Mayor elect John McKelvey Esquire took the Chair and administered the declarations of qualification and of office to the Members present

On motion of Ald: Drennan seconded by Ald: Allen Ordered, That the auditor to be appointed by the Council be elected by ballot.

The Mayor nominated A.B. Macdonell as one of the Auditors of the City of Kingston.

John D. Ferris, Joseph E Clark and S.W. Scobell were nominated by members of the Council.

On motion of Ald: Gildersleeve seconded by Ald: Harty Ordered, That in any balloting for auditors the name receiving the fewest votes be omitted in the following balloting.

The ballot resulted in favor of Sidney W. Scobell

On Motion of Ald: Drennan seconded by Ald: Allen Ordered, That A.B. McDonell the nominee of the Mayor and S.W. Scobell be the auditors for 1877.

On Motion of Ald: Drennan seconded by Ald: Allen Ordered, That His Worship the Mayor be appointed by this Council to represent the stock in Cataraqui Bridge Company, so represented by Ex Mayor Britton.

On Motion of Ald: Gildersleeve seconded by Ald: Drennan Ordered, That the Mayor be the director on behalf of the City on the Board of the Kingston and Pembroke Railway Company for the ensuing year.

Ald: Drennan moves seconded by Ald: Allen That the following Members be a Committee to strike Committees for the year. Messrs Drennan, Gaskin, McCammon, Harty, Powers, Campbell, Carson

In amendment 1st Ald: Metcalfe moves seconded by Ald: Powers That the Committee to strike the standing Committees for 1877 consist of the following members of this Council viz; Aldermen Noble, Metcalfe, Carson, Dupuis, Harty Gaskin and McRossie

On motion of Ald: Drennan seconded by Ald: Allen Resolved that this Council has learned with sincere regret of the death of Peter Graham Esquire representative of the County of Frontenac in the Ontario Legislature and Ex Warden of the County, a gentleman held in the highest esteem by all with whom he was acquainted that the members of this Council tender his Widow their sympathy in her affliction and that they do now adjourn for the purpose of attending the funeral in a body and a copy of this resolution be sent to his widow.

A Communication from George A. Kirkpatrick Esquire Secretary Collegeate Institute was read stating that George Davidson and C.V. Price Esquires are the retiring Trustees this year.

On motion of Ald: McCammon seconded by Ald: Pense Ordered that Messrs Davidson and Price be appointed Trustees for the Collegiate Institute for the next three years.

On motion of Ald Drennan seconded by Ald: Allen Ordered that this Council meeting do stand adjourned until Monday evening the 22nd [and?] at the usual hour.

The Council accordingly adjourned.

The Council decided on appointing the Assessors. The following persons applied for the office viz: Daniel Donaghue, Jeremiah Bastous, J.J. Whitehead, G.W. Creighton, J.R. Burke, J.M. Dunlop, A.C. McMahon, J.D. Selleck, George McMahon, James Greenfield.

On motion of Ald: Drennan seconded by Ald: Price Ordered that the Assessors be appointed by Ballot.

A Ballot having been taken resulted appointment of Daniel Donaghue, Jeremiah Bastous, and George McMahon.

Ald: Carson moves seconded by Ald: Gildersleeve That the assessors devise a plan as to what assistance they require if any for the proper assessments of non-resident lands in this City and that they report the same at the next regular meeting of this Council.

In Amendment Ald: Drennan moves seconded by Ald: Allen that the question of assessment of non resident lands be left to the Court of Revision to take action in regard to said assessment - the Court of Revision to report actual state of non resident land - which being put was [underline] carried [/underline]. and the original motion was [underline] lost [/underline].

A Communication from Edward Playter Esquire M.D. was read in respect to Sanitary Journal - there was no action taken therein.

A Communication from W.J. Macdonald Esquire was read asking Compensation for damages sustained by him owing to a defective side walk.

On motion of Ald: Drennan seconded by Ald: Allen Ordered that the Communication of W.J. Macdonald be referred to the Finance Committee to report.

A Report from Mr. Robert Carroll was read on the subject of the trial of the Chatham Steam Fire Engine.

On motion of Ald: Gildersleeve seconded by Ald: McCammon Ordered that the Finance Committee be authorized to complete the purchase of the new Chatham Steam Fire Engine new in this City.

A Communication from Mr. Peter Kiel Fishery Overseer was read on the subject of Fish and Fish Market. There was no action taken therein.

The Chairman from the Select Committee to appoint Standing Committees for the year brought up a Report (Number 539 Book D) which was read.

Ald: Metcalfe moves seconded by Ald: Carson That the report be received and adopted.

On motion of Ald: Metcalfe seconded by Ald: Noble Ordered, That no amount exceeding twenty five dollars be expended during the present year in making Plank Walks except by Contract in any Ward of the City and that the City Engineer be hereby instructed to keep an account of the amounts and for what purposes expended.

A Communication from George Offord & Co was read respecting Taxes and referred to the Court of Revision.
