Ald Redden move seconded by Ald Thompson That the line of street submitted by Streets Committee be adopted and City Solicitor be authorised to prepare the necessary papers to secure the same.
In amendment Ald Harty moves seconded by Ald J Wilson That the City Engineer be requested to report to this Council at its next meeting the probable cost of opening up Sydenham Street from Johnston to Princess streets - which being put was carried and the original motion was lost - Yeas Mayor Smythe Aldmn Adams, Carson, Clements, Drennan, Gildersleeve, Harty, Irwin, Little, McDermott, O'Brien, Robinson, J Wilson, W Wilson - 14 Nays - Aldmn Birmingham, Dunn, Redden, Shannon, Thompson - 6
The Council went into Committee of the Whole on the second reading of the By Law to open up and make a street from Montreal street to Redden street in continuation of Picard street.

The Committee rose and the Chairman reported the second reading of the By Law clause by clause. The Report was received.
The 30th Rule was suspended and the By Law was read a third time and passed.
Ald Gildersleeve introduced a By Law to regulate proceedings in respect of By Laws relating to local improvments which was rad a first time
On motion of Ald Gildersleeve seconded by Ald Carson Ordered, That the By Law be printed and circulated amongst the members of the Council
The council went into Committee of the Whole on the second reading of the By Law to make further provisions respecting the erection of protected wooden buildings within the Fire limits

A communication fom John D Ronald was read Re Steam Fire Engine. Referred to Committee on Fire, Water and Gas and Mayor
A communication from the Revd WB Carey Rural Dean of Frontenac was read asking for a remission of rent of City Hall on the occasion of the meeting of the Foreign and North West Missionary Secretary of the Church of England.
The Clerk was directed to write to the Revd WB Carey Rural Dean stating that a resolution of Council passed some time ago for bid a remission of the Rents of the Halls
Ald Shannon here entered Ald Harty from the Committee on Finance and Accounts brought up a Report (Number 370 Book E) which was read and adopted
Ald Drennan brought up the petition of Charles Donoghue asking for a store for Weigh House No 2 Market.
On motion of Ald Drennan seconded by Ald Little Ordered, That the Committee on Markets have power to act on petition of CD Donoghue.
The Chairman from the Committee on Streets brought up a Report which was read.
On motion of Ald Gildersleeve seconded by Ald McDermott Ordered, That the report of the Committee on Streets be received and that it be referred to the Committee on Finance to report whether they can provide funds for drain referred to on Pembroke street.
The Report of the City Engineer was read Re opening up of Sydenham street between Princess and Johnston street with cost of same and reporting that the space between the rails of the Street Railway Company track requires immediate repair
On motion of Ald Gildersleeve seconded by Ald McDermott Ordered, That the City Solicitor be instructed at once to notify the street Railway Company to repair the portion of the street between their track forthwith
On motion of Ald Redden seconded by Ald Thompson Ordered, That the City Solicitor be authorised to proceed with the nessary advertisement of procedure for the opening of Sydenham street per plan laid before the Council at its last meeting

Ald McDermott moves seconded by Ald Hobart That the City Engineer be authorised to proceed with the grading of that portion of Ontario street East of Princess street with granite as it is in a very deplorable condition - the resolution was declared our of order

The Chairman from the Committee on Fire, Water and Gas brought up a Report (Number 371 Book E) which was read and adopted
On motion of Ald McDermott seconded by Ald Gildersleeve Ordered, That the City Engineer be requested to furnish to the next meeting of the Council a statement of all expenses incurred in connection with the street watering By Law.
On motion of Ald Whiting seconded by Ald Redden Ordered, That His Worship the Mayor be authorised to issue the usual proclamation requesting the observance of Thursday 12th Novr instant as a day of Thanksgiving the same having been proclaimed by the Dominion Government.
On motion of Ald Harty seconded by Ald Whiting Ordered, That the amount appropriated in the Budget for payment of the Reporters be paid them

A Communication from Mr Smith President Underwriters Toronto was read in reference to incendiary fires in Kingston. Referred to the Mayor.
A Communication from JC Swain was read stating he will institute an action for alledged damages to premises. Referred to the Committee on Streets to report.
A communication from Martin Strachan & Son was read asking for the use of Fire Engine at their place of business Barriefield in the event of Fire. Referred to the Committee on Fire, Water and Gas.
A Communication from the members of the City Fire Department was read tendering resignation.

On motion of Ald Whiting seconded by Ald Birmingham Resolved, That in the opinion of this Council it is deemed expedient to increase the Police Force permanently but that the Police Commissioners should in this emergency employ the services of a detective and on special occasions add temporary constables Yeas - 11 Nays w1
