Monday 8 O'Clock P.M. Kingston June 1st 1885

A Meeting of the Council of the Corporation of the City of Kingston was held this day. Present

His Worship The Mayor Aldermen Adams, Bermingham, Carson, Clements, Dunn, Gildersleeve, Harty, Hobart, Little, McDermott, McKelvey, O'Brien, Redden, Robinson Shannon, Thompson, Whiting, J Wilson, W Wilson.

The Clerk read the minutes of the three last meetings.

A Communication from James M Forsyth Esquire was read respecting site for Engine House on Barrie Street. Referred to the Committees on Fire, Water and Gas and City Property.

A Communication from Wm L Gordon respecting Pound &c was read and referred to the Committee on City Property.

A Communication from B.M. Britton Esquire was read respecting back taxes. Referred to the Finance Committee.

Ald Robinson brought up the petition of John Hislop for a Drain. Referred to the Committee on Streets.

Ald Adams brought up the petition of Robert Carson praying compensation for a drain made by him on Alfred street. Referred to the Committee on Streets

Ald O'Brien brought up the petition of William Lappage and 23 others praying for a Lamp on Park street. Referred to the Committee on Fire, Water and Gas.

Ald Whiting brought up the petition of C. Coates asking the Council not to oblige him to take out a transient traders license or take any proceedings in such matters.

On motion of Ald Whiting seconded by Ald J Wilson Ordered, That the City Commissioner be instructed not to insist upon Mr. Coates taking out a license under the Transient traders by law and not to take any proceedings to attempt to enforce the said By Law in his case.

Ald Drennan entered.

A Deputation from the County Council of the County of Frontenac waited on the City Council In Re Market Matters Weigh House and weighing

On motion of Ald Bermingham seconded by Ald Redden Ordered, that the matter submitted by the County Council be referred to the Mayor and Market Committee and that they be instructed to confer with a Committee from County Council and report at the next regular meeting.

Ald Redden brought up the petition of Joseph Carrington In Re taxation of Tannery. Referred to the Finance

Finance Committee.

Ald Harty from the Committee on Finance and Accounts brought up two Reports (Numbers 342 and 343 Book E) which were read and adopted.

The Chairman from the Committee on Streets brought up a Report (Number 344 Book E) which was read and adopted.

The Chairman from the Committee on Fire Water and Gas brought up a Report (Number 345 Book E) which was read and adopted.

The Chairman from the Committee on Licenses brought up a Report (Number 346 Book E) which was read and adopted.

The Chairman from the Committee on Parks brought up a Report (Number 347 Book E) which was read and received.

On motion of Ald Redden seconded by Ald J Wilson Ordered, That the report of the Committee on Parks be received and adopted and that the City Engineer receive offers for the removal and sale of part or whole of the fence.

On motion of Ald Redden seconded by Ald J Wilson Ordered, That John Patterson be appointed Pound Bailiff at the monthly salary of Twenty dollars such employment not to continue later than the first day of November 1885.

Ald J Wilson brought up the Report of the Select Committee on Financial Scheme (Number 348 Book E) which was read and adopted.

Ald Bermingham introduced a By Law to make provision for the watering of the streets in certain areas of the City of Kingsotn and to define those areas for the year 1885 which was read a first time.

The 30th Rule was suspended and the Council went into Committee of the whole on the second reading.

Ald O'Brien in the Chair The Council resumed.

The Committee rose and the Chairman reported the second reading of the By Law clause by clause as amended. The Report was received. The By Law was read a third time and passed.

On motion of Ald McKelvey seconded by Ald Dunn. Ordered, That the City Solicitor furnish this Council at its next meeting with his written opinion as to our legal right to appoint a Director on behalf of the City on the K and P R.R. Board of Directors.
