Arbitrators In Re City and E. H. Parker valuation of piece of land on the corner of the Market square and King street was read enclosing the decision of George M. Wilkinson Umpire in the matters fixing the value of the lot at One thousand seven hundred and fifty dollars.

The Mayor here stated that he nominated Mr. James Wilson as Arbitrator on behalf of Council in Re Montreal street &c.

On motion of Ald: McIntyre seconded by Ald: Walkem Ordered, That the action of His Worship the Mayor in appointing Mr. James Wilson, Arbitrator on behalf of the City be endorsed by this Council.

Ald: McCammon brought up the petition of Mrs. James Beel respecting Taxes.

On motion of Ald: McCammon seconded by Ald: Harty Ordered, That the petition of Mrs. James Beel be referred to the Court of Revision.

Ald: McIntyre brought up the petition of the Cab Owners of the City praying for a reduction of their License fees. Aldn Dupuis and Pense here entered.

On motion of Ald: McIntyre seconded by Ald: Harty Ordered, That while this Council by virtue of the Municipal Law has no jurisdiction over the license fees payable by Cabmen, yet in consideration of the introduction of the street cars into the City and the Assessment on Income to which the Cabmen this year have been subjected in the opinion of this Council the prayer of the petitioners should be considered by the Police Commissioners with a view to either granting the request in full or to the extent of reducing the license fee one half as the Police Commisioners may see fit.

Ald: Gaskin brought up the petition of Wm[William] A. Taylor respecting taxes.

On motion of Ald: Gaskin seconded by Ald: Walkem Ordered, That the petition of William R Taylor in reference to Taxes be referred tot the Court of Revision.

Ald: McIntyre brought up the Report of the Committee on Finance and Accounts (Number 564 Book D) which was read and adopted.

The Chairman from the Committee on Streets and Improvements brought up a Report (Number 565 Book D) which was read and adopted as amended, by striking out the clause relative to Proposal of T.G. Rudd change of line of Division street.

Ald: Walkem from the Committee on the Kingston and Napanee macadamized Road brought up a Report (Number 566 Book D) which was read and adopted.

Hook and Ladder Company praying for the payment of their half years salary in advance.

On motion of Ald: McCammon seconded by Ald: McDermott Ordered, That the petition of the Hook & Ladder Company be referred to the Committee on Finance with power to act.

On motion of Ald. McIntyre seconded by Ald: Carson Ordered, That the sum of $100 be appropriated towards the commencement of the work on a [tank?] in Williamsville in accordance with the resolution of this Council recommending the same

On motion the Council adjourned

A Meeting of the Council of the Corporation of the City of Kingston was held this day. Present

His Worship the Mayor

Aldermen Asselstine, Campbell, Carson, Clements, Drennan, Dupuis, Gildersleeve, Harty, Metcalfe, McCammon, McDermott, McIntyre, McRossie, Noble, Price, Walkem

The Clerk read the Minutes of the last meeting.

The Mayor stated to the Council that since last meeting he suspended the City Engineer until the pleasure of the Council is known.

On motion of Ald: McIntyre seconded by Ald: Drennan Ordered, That the question of the City Engineership be referred to the Committee on Street and Improvements to report at the next meeting of this Council.

A Communication from Mr J.R. Dargaval, Clerk South Crosby was read enclosing copy of resolutions passed by the Township Council proposing to keep that part of the Kingston and Phillipsville Road in repair without Toll gate provided the Corporation will make a gratuitious conveyance of said part of road to the Township free of all expenses.

On motion of Ald: Carson seconded by Ald: Harty Ordered, That the Communicaiton of the Corporation of South Crosby be referred to the Committee on Streets to report.

A Communication from Edward Playter Esq MD was read on the subject of the Sanitary Journal - There was no action taken therein.

Aldermen Gaskin and Mooers here entered.

A Communication from S.S. Phippen Secretary P.S.B. was read enclosing estimate of the amount of money required by the Board of Public School Trustees of this City for the year 1877.

On motion of Ald: McRossie seconded by Ald: Asselstine Ordered, That the Communication of the Public School Board be referred to the Committee on Schools.

A Communication from the City Registrar was read stating he requires three cases to contain the plans registered.

On motion of Ald: Drennan seconded by Ald: McIntyre Ordered, That the communication of the City Registrar be referred to the Committee on City Property with power to act.

A Communication from William Buckingham, Office of Minister of Public Works, Canada, Ottawa was read stating that the City of Kingston will be permitted to occupy the Battery for any purpose not necessitating the erection of buildings therein &c

Ald: Pense here entered.

Ald: Drennan moves seconded by Ald: Dupuis That the Communication of the Government in reference to the Battery be referred to His Worship the Mayor and Committee on City Property to act, for the best interests of the City.

In amendment Ald: Gildersleeve moves seconded by Ald: Carson That the Communication of Wm Buckingham be referred to His Worship the Mayor with power to act which being put was lost Yeas 6 Nays 13 and the original motion was carried.

A Communication from Thomas Conley was read on the subject of a nuisance ground.

On motion of Ald: McCammon seconded by Ald: Harty Ordered, That the Communication of the City Commissioner be referred to the Committee on City Property with power to act.

A Communication from Messrs Britton and Price was read stating they have been instructed by Mrs Tomkins to state that Mr Tomkins has named George Brown as Arbitrator to fix value of property owned by him and required by the City in the opening of Division street south of Earl street-

A Communication from James Agnew, City Solicitor was read In Re Upper George street, Frontenac Ward.

Ordered, That the Communication of the City Solicitor respecting George street be referred to the Committee on Streets to report.

Ald: Drennan brought up the petition of John Devana respecting Taxes.

On motion of Ald: Drennan seconded by Ald: Dupuis Ordered, That the petition of John Devana be referred to the Court of Revision.

Ald: Metcalfe brought up the petition of Mr. J.L. Morrison President Kingston street Raiway praying they may be allowed to take water from the Hydrants for the purposes of watering their track outside the present watering limits.

On motion of Ald: Metcalfe seconded by Ald: Carson Ordered, That this Council hereby authorize Mr Morrison President K. St. R. Co. to water the streets in the line of the Railway within the City limits on behalf of and free of expense to the City.

Ald: Dupuis brought up the petition of Thomas Overend praying that the Council will extend the Drain on Brock street sixty six feet.

On motion of Ald: Dupuis seconded by Ald: Price Ordered, That the petition of Thomas Overend be referred to the Committee on Streets with power to act.

Ald: Gilersleeve brought up the petition of Holcomb & Stewart respecting Taxes.

On motion of Ald: Gildersleeve seconded by Ald: Campbell Ordered, That the petition of Holcolmb & Stewart be referred to the Court of Revision to report at the next meeting of this Council.

Ald: McCammon brought up the petition of Alpha Hose Company praying for a half years pay.

On motion of Ald: McCammon seconded by Ald: McDermott Ordered, That the petition of the Alpha Hose Company be referred to the Committee on Finance with power to act.

Ald: Drennan brought up the petition of Andrew Keyes praying for half years auctioneers License for a half year rate.

On motion of Ald: Drennan seconded by Ald: Price Ordered, That the petition of A. Keyes be referred to the Committee on License to report.

Ald: Noble brought up the petition of William Robinson M.P.P. and 112 others praying for the opening up of Bagot street from Queen street to Bond Head street.

On motion of Ald: Noble seconded by Ald: Campbell Ordered, That the petition of William Robinson Esq M.P.P. and 112 others be referred to the Committee on Streets and Improvements to report at the next regular meeting of this Council.

Ald: Metcalfe brought up the petition of William H. Reid and 5 others praying the Council to provide broken stone for the road

On motion of Ald: Metcalfe seconded by Ald: Noble Ordered, That the petition of W.H. Reid be referred to the Committee on Streets to report.

Ald: Metcalfe brought up the petitions of Isaac Hope and Mrs. J.A. Jones respecting Taxes.

On motion of Ald: Metcalfe seconded by Ald: McCammon Ordered, That the petitions of Mr. J. Hope and Mrs. Jones be referred to the Court of Revision with power to act.

Ald: Walkem brought up the petition of the Frontenac Lead Mining Company praying they may be accorded a remission of taxes for ten years in the event of their establishing their works in the City of Kingston.

On motion of Ald: Walkem seconded by Ald: McIntyre Ordered, That the petition of the Frontenac Lead Mining Company be referred to the Finance Committee to report.

Ald: McIntyre brought up the petition of Wilson & Davis and T. Argney praying for a reduction of Livery Stable License.

On motion of Ald: McIntyre seconded by Ald: Harty Ordered, That the petition of Wilson & Davis & others be referred to the Police Commissioners.

Ald: Pense brought up the petition of J.R.Forsyth praying the Council will assist him with Drainage on Clergy street.

On motion of Ald: Pense seconded by Ald: McCammon Ordered, That the petition of J.B. Forsyth be referred to the Committee on Streets to report.

Ald: Pense brought up the petition of Francis McDonald and Joseph Tait praying for a Drain in Charles street.

On motion of Ald: Pense seconded by Ald: McCammon Ordered, that the petition of Francis McDonald et al be referred to the Committee on Streets to report.

Ald: McIntyre brought up the petition of Capt McKee and 19 others praying that the Drain in William street be deepened.

On motion of Ald: McIntyre seconded by Ald: Harty Ordered, That the petition of Capt McKee & others be referred to the Committee on Streets & Improvements to report.

Ald: Noble brought up the petition of Jacob Bajas and 32 others praying that the City provide a Flag for Flag Staffs in Number Two Market.

On motion of Ald: Noble seconded by Ald: Campbell Ordered, That the petition of Jacob Bajas and others be referred to the Committee on City Property to report.

The Mayor submitted the Auditors Report for the year 1876 which which was read.
