Twenty five dollars being half of fine imposed by Police Magistrate to Mr. Dandy.

On motion of Ald: Gaskin seconded by Ald: Campbell Ordered, that the report of Ex Mayor Britton in reference to Queen vs Dandy be Confirmed.

A Communication from Mr. J.D. Ronald was read in reference to repairs or alterations to the Chatham Steam Fire Engine new home.

On motion of Ald: Drennan seconded by Ald: Price Ordered, That the Communication of Mr. Ronald of Chatham in regard to Fire Engine be referred to the Finance Committee with power to act.

Petitions respecting Taxes were submitted and referred to the Court of Revision.

Ald: McIntyre brought up a petition of Thomas Howland claiming Seventy five dollars for the loss of a horse alledged to be injured by a pitch hole on Montreal street and praying the Corporation to make good the loss.

On motion of Ald: McIntyre seconded by Ald: McRossie Ordered, That the petition of Thomas Howland be referred to the Committee on Streets and Improvements to report.

Ald: Price brought up the petition of John Campbell praying for a remission of a portion of the City's share of a Wholesale License.

On motion of Ald: Price seconded by Ald: Campbell Ordered, That the petition of John Campbell be referred to the Committee on Licenses to report.

Ald: Allen here entered.

Ald: Dupuis brought up the petition of the Revd. Thomas G. Smith and 27 others praying that the word Market be removed from Clergy street.

Ald: Gildersleeve here entered.

Ald: Carson moves seconded by Ald: Dupuis That in the opinion of this Council a proper place should be provided for the sale of wood in the upper part of this City and that the Committee on the Market be instructed to select a site for the same and report.

In Amendment Ald: Drennean moves seconded by Ald: Allen That the petition of J.G.Smith and others be referred to the Market Committee to report - which being put was [underline] lost [/underline]. Yeas 9 Nays 10 and the original motion being put was [underline] carried [/underline] Yeas 10 Nay 9.

H. & W.J. Carruthers stating they have entered the Drain in Clarence in consequence of their [there] being no main Drain on King street and requesting that no frontage be exacted from them.

On motion of Ald: McIntyre seconded by Ald: Harty Ordered, That the petition of H. &. W.J. Crothers be referred to the Committee on Streets and Improvements to report.

Ald: Metcalfe brought up the petition of Dominick Fallon and 8 others praying that the Council will recommend to the Police Commissioners the propriety of appointing a Policeman for Williamsville.

Ald: Metcalfe moves seconded by Ald: Carson That the petition of D. Fallon and others be referred to His Worship the Mayor with a request from this Council to the effect that a Policeman be specially appointed for Williamsville - which being put was [underline] lost [/underline].

Ald: Pense brought up the petition of John McKinley Secretary of Committee on Charity Ball asking for the use of the Ontario Hall on the 7th of February on payment of the Gas account.

Ald: Pense moves seconded by Ald: Campbell That the petition of John McKinley be granted - declared out of order.

Ald: Campbell brought up the petition of John G. Hurley praying for a remission of a portion of Carters License.

On motion of Ald: Campbell seconded by Ald: Allen Ordered, that the petition of John G. Hurley be referred to the Committee on Licenses and Cabs & Carters to report.

Ald: McIntyre brought up the petition of Henry Scott praying that he be refunded sixty dollars expended many years ago &c.

On motion of Ald: McIntyre seconded by Ald: Carson Ordered, That the petition of Henry Scott be referred to the Committee on Fire, Water and Gas to report.

Ald McIntyre from the Committee on Finance and Accounts brought up two reports (Numbers 541 and 542 Book D) which were read and adopted.

On motion of Ald: Carson seconded by Ald: Asselstine Ordered That the Clerk be authorized to insert an advertisement in both the City papers till Monday the 5th of February asking for Tenders for the purchase of the old School House Building in Williamsville and that said Tenders be opened by Committee on City Property.

On motion of Ald: Price seconded by Ald: Dupuis Ordered, that the City Engineer be instructed to Color a map of the City showing all property exempt from taxation, the same to be forwarded to the City Members at Toronto.

On motion of Ald: McIntyre seconded by Ald: Drennan Ordered, That the Committee on City Property be authorized to take steps to ensure the City's interest in the Court House.

Ald: McIntyre moves seconded by Ald: Gildersleeve That His Worship the Mayor be authorized in conjunction with the City Solicitor and such Committees as may be requisite to take such steps as will ensure a full investigation into the recent fires on Princess Street which occurred in the stores of Mitchell and J.M. McKay & Co - which being put was lost.

A Meeting of the Council of the Corporation of the City of Kingston was held this day. Present

Aldermen Allen, Asselstine, Campbell, Carson, Clements, Drennan, Dupuis, Harty, Metcalfe, Mooers, McCammon, McDermott, McIntyre, McRossie, Noble, Pense, Power, Price

The Clerk read the minutes of the last meeting.

A Communication from William J. Minnes was read asking for an extension of time for the Collection of Taxes.

On motion of Ald: McIntyre seconded by Ald: McRossie Ordered, That the Collector of Taxes be authorized to continue the levy and Collection for balance of Taxes for 1876 until the first day of April next.

A Communication of A. Walsh was read asking for a remission of a fine imposed on him.

On motion of Ald: McIntyre seconded by Ald: Gaskin Ordered, That the Communication of R. Walsh be referred to the Mayor with power to act.

Communications from George A. Kirkpatrick Esquire were read one enclosing statement of cost of re-building the

On motion of Ald: McCammon seconded by Ald. Price Ordered, That the Communication of the Secretary of the Collegiate Institute be referred to the Committee on Finance to report

A Communication from James Agnew Esquire, City Solicitor was read in Re Ferguson vs Kingston stating that Judgment has been given in this case for the City

On motion of Ald: McRossie seconded by Ald: Carson Ordered, That the Communication of Mr. Agnew City Solicitor be referred to the Committee on City Property to report.

Ald: McIntyre brought up the petition of Margaret Dean asking the assistance of the City in recovering a debt due her for taking care of an illegitimate child &c.

On motion ofAld: McIntyre moves seconded by Ald: Drennan Ordered That the petition of Margaret Dean be referred to the Mayor with power to Act

In amendment Ald: Price moves seconded by Ald: Dupuis That no action be taken upon petition of Mrs Deane which being put was carried and the original motion was lost

Ald: McCammon brought up the petition of the Revd R.V. Rogers and 12 others Clergymen praying for the restricting the number of Taverns and Shop Licenses in this City

Ald: Dupuis brought up the petition of Henry Skinner and hundreds of others praying for the restriction of the number of Tavern and Shop Licenses in this City. The two previous petitions were laid over for the present.

Ald: Price and Metcalfe brought up the petitions of Messrs Robertson Brothers and P. Fallon respecting Taxes.

On motion of Ald: Price seconded by Ald: Metcalfe Ordered, That the petitions of Robertson Brothers and P. Fallon be referred to the Court of Revision.

Ald: Metcalfe brought up the petition of John McKinley praying for a donation to assist the Committee on Charity Ball

On Motion of Ald: Metcalfe seconded by Ald. Pense Ordered, that the petition of John McKinley be referred to the Committee on Finance to report.

Ald: Carson brought up the petition of Robert Winbourn praying he be recompensed for the destruction of valuable plants by the City in running a drain through his garden

The Chairman from the Committee on City Property brought up a Report (Number 544 Book D) which was read and adopted.

The Chairman from the Committee on Fire, Water and Gas brought up a Report (Number 545 Book D) which was read.

Ald: Power moves seconded by Ald: Mooers That the report of the Committee on Fire, Water and Gas be received and adopted.

In Amendment 1st. Ald: Drennan Allen moves seconded by Ald: Drennan That the report be amended by striking out the words in regard to the hiring of special horses for drawing the Engine, the horses used for said purpose not to be used outside the limits of the City.

In Amendment 2nd. Ald: McIntyre moves seconded by Ald: Carson That the report be amended by appending to it that the Corporation horses be not allowed to work outside the City limits - which being put was lost as was also the first Amendment - Yeas 3 Nays 17 and the original motion was carried.

The Chairman from the Committee on Licenses brought up a Report (Number 546, Book D) which was read and adopted.

On motion of Ald: Drennan seconded by Ald: Allen Ordered, That the Committee on Streets & Improvements do advertise at once for Lumber, Cedar, Nails &c required for sidewalks and other purposes required for the City and that said Tenders include the Cartage and delivery of said lumber, Cedar &c at such place as required by the Committee on Streets &c.

Ald: Metcalfe introduced a By Law respecting Tavern and Shop Licenses in the City of Kingston which was read a first time.

Ald: McIntyre introduced a By Law to raise by way of loan the sum of $25,000 for the purposes hereinafter mentioned - which was read a first time.

On motion the Council adjourned.
