TO THE HONORABLE MAYOR AND CITY COUNCIL:-

Gentlemen:-

We, your committee on Finance, recommend that the report of John T. Montgomery, Clerk of the Corporation Court, showing Fines collected during the month of July 1906 amounting to $1033.10 be approved, same having been examined by the city auditor and found correct, and funds duly lodged with the city treasurer.

TO CITY COUNCIL,

Gentlemen:

I hereby call your attention to the fact that no codification of the city ordinances has been presented to the City Council by Mr. Theodore Mack . The contract was made with him in Nov. last. In the concluding part of his proposition for the work he states as follows: " I estimate that it will require not less than three nor more than four months to complete the work and agree that the latter date may be the time fixed for the completion of my part of the work." The finance committee in recommending the acceptance of Mr. Macksbid, places therein the provision that no money should be paid until the work should be completed by Mr. Mack and approved by the City Attorney and accepted by the city council.

In letting the contract the City Council in its resolutions state in effect it did so with the condition ,modifications and provisions stated therein as expressed by Mr. Mack and the report of the finance committee. The contract provides that Mr. Mack should complete that work as early as in the month of March. there has been no report of the completed work nor has there been any explanation of the delay made to the City Council and no request of the City Council for extending the time.

The ordanances of the City Council have been enacted ,amended or repealed in such a manner as that they are in a great confusion. It is very necessary that there be a codification by a competent person at the earlest date practicable, I suggest that you take some action in this matter at once, unless it should so happen that Mr. Mack comes forward at once with his completed work.
