To the Honorable Mayor and City Council.
Gentlemen:
Attached hereto is a communication from the Chief of Police with reference to the ownership of certain monies paid into the County Court of Tarrant County, Texas on convictions obtained in cases appealed to said County Court from the corporation court of the city of Fort Worth.
The question of ownership is one which at first blush appears to be of some difficulty and it may be that it, will be necessary, in order to have a settlement of this question that I should take some legal proceedings in case I cannot convince the proper officials of the correctness of the city's position, and in order that there may be no delay upon the subject I therefore request the Council to give me authority to proceed in such manner and to take such steps as may in my judgment be best to protect the interest of the city.
I trusting that at your next meeting I will be able to report a satisfactory adjustment.

In cause No-28064, State Vs Ab.Dean, and Nos-28065, and 28067 State Vs Dave Gorman, an appeal from the City Court, said fines have been collected by the Sheriff of Tarrant County. I called on the Sheriff today to collect said fines for the City. Mr Akers, Chief Deputy Sheriff, refused to pay same to to me, stating the County Attorney was undecided whether or not the same should be paid to the City or into the County Treasuer..
I would be glad if you would take the matter up with the County Attorney with the view of adjusting the same so that the City can get the money that seems to me justly belongs to the City.

The sprinkling and mud on houston asphalt paving are a serious detriment to it, potentially until after the paving gets a good compression from traffic in a dry and clean state, hence we respectfully ask the city to abandon sprinkling and keep the street clean by washing it, at least until after the paving is wall compressed.
