Gentlemen:
In the matter of the contract between the City of Ft. Worth and Daniel W. Mead, I have the honor to report:that in my judgment Mr.Mead has complied with terms of contract to the extent of developing at least three million gallons of water.
I therefore recommend that the sum of $22.500.00 be paid to Mr. Mead, as per terms of contract, leaving fuel bill as a charge against final payment.
