On motion of Ald: Carson seconded by Ald: Gaskin Ordered, That the Tender of Alexander Adair for lease of Toll on Number One Market be accepted also Tender of John Moore for Number Two provided the securities are considered sufficient - subject to any change which may be made in the Market By Law respecting the sale of fish.

A Communication from Wililam P. Minnes Tax Collector was read on the subject of the return of the Collectors Rolls &c

On motion of Ald: Drennan seconded by Ald: Price Ordered, That the Communication of William P. Minnes Collector be referred to the Committee on Finance with power to act.

A Communication from Peter Keel Esquire was read requesting that water closets be provided for the Farmers &c

On motion of Ald: Metcalfe seocnded by Ald: Gildersleeve Ordered, That the Communicaiton of Mr. Keel be referred to the Committee on the Market to report.

Communications from Henry Youlden Engineer City Fire Department and J. Clark Stoker were read on the subject of being allowed to erect a building next to the Fire station.

On motion of Ald: McCammon seconded by Ald: Metcalfe Ordered, That the Communication of Mr. Clarke be referred to the Committee on City Property to report.

A Communciation from Alderman Joseph Wright Toronto was read forwarding a copy of the By Laws of the City of Toronto to the City of Kingston.

On motion of Ald: McIntyre seconded by Ald: Walkem Ordered, That the Corporation of Kingston acknowledge with thanks the receipt from the Corporation of Toronto of a Copy of the Consolidated By Laws of Toronto and that the City Clerk be instructed to convey to the Council of Toronto this expression of our grateful indebtedness for the same.

A Communcation from Jas. W. Stockwell was read acknowledging receipt of Communication In Re smelting works.

The Mayor submitted the Awards In Re Moyle Montreal street and Tomkins Division and Young Streets.

On motion of Ald: Price seconded by Ald: Drennan Ordered, That the Awards re: Mrs Moyle and R. Tomkins be referred to the Finance Committee with power to act.

A Communication from Patrick Devlin Chief Engineer of the Fire Department was read requesting the City to donate Forty

On motion of Ald: McCammon seconded by Ald: McDermott Ordered, That the Chamberlain be instructed to pay Chief Engineer Devlin the sum of Forty dollars for the benefit of the Members of the Fire Department.

A Communication from B.M. Britton Esquire Barrister &c was read claiming damages for loss of sheep to Thomas Clyde

On motion of Ald Carson seconded by Ald. Harty Ordered, That the Communication of Mr Britton be referred to the Committee on Finance to report.

A Communication from Patrick Browne was read appointing his Arbitrator in Re Montreal Street.

A Communication from the City Clerk was read showing the aggregate assessemnt for the year 1877.

Ald: Carson brought up the petition of George Newlands and 53 others praying to have the Park in Rideau Ward laid out and fenced.

On motion of Ald: Drennan seconded by Ald: Price Ordered, That the petition of George Newlands and others be referred to the Committee on City Property to report.

Ald: Metcalfe brought up the petition of James Simpson and seven others praying for the extension of Centre street eastward as far as the Montreal road.

On motion of Ald: Metcalfe seconded by Ald: Pense Ordered, That the petition of James Simpson and others be referred to the Committee on Streets to report.

Ald. McCammon brought up the petition of G.S. Hobart praying redress for damages done by a drain leading to premises Princess street.

On motion of Ald McCammon seconded by Ald: Pense Ordered, That the petition of Mr G.S. Hobart be referred to the Committee on Streets to report.

Ald: Metcalfe brought up the petition of William Bennett and 19 others Carters praying for a reduction of amount of their Licenses.

Ald: McRossie moves seconded by Ald Gildersleeve That the petition of Capt Gordearle be referred to the Court of Revision to report - which being put was lost - Yeas 8 Nays 10.

Ald: Harty from the Committee on Finance and Accounts brought up two reports (numbers 572 & 573 Book D) which were received and adopted.

Ald: McCammon moves seconded by Ald: McDermott That the report of the Committee on Fire, Water and Gas be received and adopted.

In amendment 1st Ald: McIntyre moves seconded by Ald: Gaskin That the report of the Committee on Fire Water and Gas be amended in this that the lamp be erected on the corner of Johnson & Gordon streets instead of the corner of Brock and Gordon streets.

In amendment 2nd Ald: Carson moves seconded by Ald: McIntyre That the report of the Committee on Fire, Water and Gas be amended by erecting an additional coal oil lamp on the corner of Johnson and Gordon streets

In amendment 3rd Ald: Gaskin moves seconded by Ald: Mooers That in view of the Lamps being erected on the corner of Johnson and Gordon and Corner of Brock and Gordon streets this Council in duty bound should erect one on the corner of Earl and Gordon streets which being put was lost as was also the first and second amendments. Yeas on first amendment 6 Nays 13 and the original motion was carried.

On motion of Ald: Mooers seconded by Ald: McRossie Ordered, That the lamp about to be erected on Park Avenue be a Gas Lamp the cost not to exceed $80.

The Chairman from the Committee on Streets &c brought up a Report (Number 575 Book D) which was read and adopted.

Ald: Price, Chairman Select Committee on removal of Toll on Roads &c brought up a Report (Number 576 Book D) which was read and adopted.

On motion of Ald: Price seconded by Ald: McIntyre Ordered, That the Mayor, Aldermen Gildersleeve, Drennan, McIntyre and the mover be a Committee to bring before the Government the great injustice being done to the City by the present toll system adopted upon the Kingston and Napanee road and to take such action as they may find advisable to have the injustice removed.

On motion of Ald: Walkem seconded by Ald: McIntyre Ordered, That Wednesday the 22nd day of August next be appointed by the Mayor as a Civic Holiday and that His Worshp be requested to issue the usual proclamation to that effect.

Monday 7.30 OClock PM Kingston August 8th 1877

A Special Meeting of the Council of the Corporation of the City of Kingston was held this day. Present

His Worship The Mayor Aldermen Asselstine, Campbell, Carson, Clements, Drennan, Dupuis, Gaskin, Gildersleeve, Metcalfe, McCammon, McDermott, McIntyre, McRossie, Noble, Pense

The Mayor stated the Meeting was called to take into consideration the Budget or Estimated Revenue and Expenditure of the City of Kingston for the year 1877 &c

The Council went into Committee of the whole on the same (Report Number 577 Book D) Ald: McCammon in the Chair The Council resumed. The Committee rose and the Chairman reported the Budget read clause by clause as also report of Finance Committee and adopted - The Report was received - Yeas 10 Nays 6.

Ald: Drennan introduced a By Law to levy a rate of sixteen mills on the dollar upon the assessed value of the rateable property in the City of Kingston for the lawful purposes of the Municipality for the year of our Lord 1877 which was read a first time.

The 29th Rule was suspended and the Council went into Committee of the whole on the second reading Ald: Pense in the Chair. The Council resumed. The Committee rose and the Chairman reported the second reading of the By Law clause by clause as amended and the following provision adopted in Committee.

Ordered, That the Committee on Finance do not hand over the rolls for 1877 until said Committee are fully satisfied with the returns for the past years being completed to their satisfaction. The Report was received.

On motion of Ald: Gildersleeve seconded by Ald: Gaskin Ordered, That the Collectors make a final return of the Rolls for the years 1873 to 1876 inclusive on or before the 25th day of September next.

Ald: McIntyre introduced a By Law to divide the City of Kingston into Polling Subdivisions which was read a first time.

On motion of Ald. Carson seconded by Ald. McDermott Ald. Carson brought up the petition of John Haffner and 10 others Butchers praying that the By Laws relating to the sale of meat be amended &c

On motion of Ald. Carson seconded by Ald. McRossie. Ordered, That the petition of John Haffner and others be referred to the Committees on City Property and the Market to report.

Ald: Gaskin brought up the petition of Mrs. B. Purdy respecting Taxes. Referred to the Court of Revision.

A Communication from R. Gage Architect was read on subject of Fire Alarm &c

Ordered, That the Communication from the Department of Public Works be referred to the Committee on Fire, Water and Gas with power to Act.

Ald: McIntyre from the Committee on Finance and accounts brought up a Report (Number 578 Book D) which was read and adopted.

The Chairman from the Committee on the Park brought up a Report which was read.

Ald: Dupuis moves seconded by Ald: Drennan That the report of the Park Committee be received and adopted - giving the Committee power to act in the matter of furnishing a supply of drinking water for the Park - which being put was lost.

On motion of Ald: Gaskin seconded by Ald: Gildersleeve Ordered, That the Committee on Fire, Water and Gas be empowered to accept the lowest tender for Tank on Division street with power to act on the same either to reject or accept any of them.

On motion of Ald: Gaskin seconded by Ald: Gildersleeve Ordered, That this Council authorise the City Engineer to make a report on the cost of repairing Breakwater on King street opposite the Small Pox Hospital also filling in same with stones said report to be presented at the next meeting of this Council.

A Resolution was submitted and read relative to granting consent
