Mr. J. T. Montgomery City Secretary

Dear Sir: As one of the Aldermen has expressed a desire to offer an amendment at the next meeting of the city council amending the ordinance with reference to skating with roller skates on sidewalks in the city you may withhold publishing the ordinance until after next council meeting. I am not sure the ordinance we have is exactly what we need. It would seem a little hard to prevent children from skating on a side walk in front of the premises of a person who built the side walk & who gives consent to the skating.

On the other hand the public has rights in the side walk in front of the owners premises even though the walk be built by the owner. The public has a right to pass along unmolested. I understand it is true there in some localities large boys 12 to 16 years old at times practically actively monopolize the side walk. Being strong and active and daring they will skate - meeting or following small children and old persons - even though feeble and tottering. The children and old people not being willing to run the risk of coming in collision surrender the side walk to the skaters. I have heard complaint made also that the noise made in front of the premises of some nervous people is to them a great annoyance. It may be best to delay publication to* [upwards text right margin:] there is complaint also that iron roller skates greatly injure the cement walks.

see if some amendment may not be made that will relieve the public and at the same time not be so sweeping as the present ordinance.
