Whereas there seems to be an average of twenty to thirty men in the chain gang, owing to circumstances and conditions surrounding Ft. Worth, the chain gang, like every thing else, will continue to grow and enlarge and Whereas the present condition of the streets is such that every possible means should be used for the betterment of the same, and
Whereas we believe that with the proper organization of the chain gang that not only the gutters, drainwaysm and etc, be kept clean and open but that a great amount of street repairingb and street building can be accomplished, therefore
Be it resolved, that the street and alley committee proceed at once to organize the chain gang so that they may be utilized to the best advantage in the hauling, distribution of gravel, rock and etc. for the repairs and maintainance of the streets, that the work now being done by the street force may be either done by the chain gang or augmented by the same.
