TO THE HONORABLE CITY COUNCIL OF FORT WORTH TEXAS:

Gentlemen:

Your petitioner Wm. R. Booth addresses your honorable body on the subject of back taxes on lots 10 and 21 Block 5 Evan's South Addition to the City of Fort Worth.

In 1897 these lots were assessed jointly at $400.00, in 1898 each of them was assessed at $400.00 and 1899 each of them was assessed at $400.00. Your petitioner does not know when this assessment was made but he represents unto your honorable body that these lots were always considered and thought to be a street and was referred to as such up to the year 1901, when your petitioner discovered that they were not a street and purchased them from Steve Mulkey at the sum of $50.00.

Your petitioner represents that lot 10 is practically worthless being in a heavy gulley and that no improvements were on either of the lots until 1901 after your petitioner purchased them. That $100.00 would be a fair and reasonable valuation of said lots, including both for the years 1897, 98 and 99.

Your petitioner believes that said lots were not assessed during these years but when it was discovered they were lots and not a street and after your petitioner had purchased and improved same they were then assessed for these back years considering the improvements. This conclusion is enforced by reason of the fact that in 1905 your city assessor and collector assessed lot 10 with its improvements at $50.00 and lot 21 with its improvements at $250.00, making a total of only $300.00 with the improvements placed there by your petitioner.

Your petitioner prays your honorable body to reassess said lots for said years as vacant and at the real value, when your petitioner will be much pleased to promptly pay the taxes thereon.
