To the Hon Mayor and City Council

Gentlemen:–

We your Committee on Finance recommend that the Mayor and Finance Committee be authorized to purchase Eleven Thousand Dollars of 1st Series Refunding Bonds at par and that the City Secretary be instructed to issue a warrant on the Interest and Sinking fund in payment for same when the Auditor files voucher for same duly approved by the Finance Committee.

To the Honorable Mayor and City Council,

Gentlemen:

In the matter of the series of suits growing out of the assessment of the Texas Loan & Reserve Co. and H. C. and W.R. Edgrington, I would respectfully suggest to the council that these cases will be the first of their kind ever tried in this county and are in the nature of test cases, and it is important that they should receive not only the very best attention of the city attorney but the very best attention that it is in the power of the council to give, and I am of opinion that owing to the condition of these cases,it would be well for the council as well as a duty it owes to the public, to employ assistant counsel in this case, and for that purpose I recommend the Honorable Tillman Smith whom you all know, and will state to the council that I have consulted with him with reference to the matter and he is willing to engage to assist me for a fee of $200 which I regard as small.

In this connection I would state that you will readily see that it is impossible for me to explain the course of action which I have concluded to pursue in these cases and they may be very long drawn out.

Therefore I recommend that the Honorable Tillman Smith be employed at the compensation aforesaid, one-half cash and the balance on the completion of the litigation, and would recommend that action be taken immediately as the cases are now set in the District Court.

TO THE HONORABLE CITY COUNCIL OF THE CITY FO FT. WORTH.

GENTLEMEN:–

The ordinances which we now have in regard to variety theatres and the sale of intoxicating liquors therein are vague, indefinite and in my opinion defective.

After a careful investigation of our charter and the authorities I have been able to find on the subject I have prepared an ordinance that is not subject to the objections urged against our present ordinances. It also utilizes all the power given us under our charter.

If it is your desire to effectually stop the intoxicating liquor traffic in variety theatres in the city of Ft. Worth I will ask you to pass the accompanying ordinance.
