To the Honorable City Council of the City of Fort Worth, Texas.

Gentlemen:

I am desirous of utilizing and making of some profit to me, a well on my lot located between Second and Third Streets, fronting Taylor Street and known as No.304 Taylor Street.

This well was bored several years before the present Artesian water supply was obtained for the City and represents an outlay of over Two Thousand dollars ($2,000.00).

I now respectfully ask your permission to run a Pipe Line from said well on my ground to the West curb of Taylor street, for the purpose of filling Water Wagons and if this petition is granted I will at once have constructed a Concrete and Cement floor, Ten by Twenty Feet in size and so arranged that any overflow from the wagon or pipe will drain to the centre grating connected with a trap and sewer, so all wagons receiving water from my pipe will drain themselves into the sewer.

Hon. The Mayor and City Council, City.

Gentlemen:

In the Matter of the attached petition of J. F. Mitchell asking permission to operate a public well at 304 Taylor Street; I have the honor to report that in my judgement public wells of this character are almost invariably the cause of unsightly mud puddles in the neighborhood where they are operated. I would therefore suggest that the prayer of petitioner be not granted.
