TO THE HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL:
We, the undersigned citizens and property holders of the City of Ft Worth residing in the Sixth Ward, do hereby respectfully petition your honorable body to extend the water system form 9th Ave down Burford St to 10th Ave, thence South to the city limits on Cooper Streets. Among the signers are those who wish to erect five hourses in the immediate future on Burford St and others who are now residing along the extension asked for and will become consumers as soon as water is available.

To the Honorable Mayor and City Council,
Gentlemen:
I tried the case of Thielman vs Bob Miller and the city of Fort Worth involving the validity of the pound ordinance. Justice Rowland, to my utter astonishment, held that the law in so far as it applied to animals running at large upon property belonging to the owner of the animal was not valid. I thought when the case was first argued on Friday that all points were settled except the constitutionality of fixing the fees without a hearing upon which decisions were called for. I submit one directly in point and that court then promptly held as above.
There is nothing to do in this case except to appeal, and while the city can appeal without bond, Bob Miller cannot, and I think it only proper that the city council should direct me to procure a bond on behalf of Bob Miller, as it is absolutely necessary that this case should be appealed uness the city desires the status of the matter to remain as it now is after the decision of Justice Rowland.
