TO THE HONORABLE CITY COUNCIL OF THE CITY OF FT. WORTH.

Gentlemen: The property abutting on East 12th St., between Main and Calhoun, and that abutting on Calhoun from 12th and 10th, as well as property from 12th to 9th on Jones St., is in a deplorable condition at times, for the reason that the water from an area of about 40 acres collects in a large body and concentrates at Rusk and 12th, and at 12th and Calhoun, flowing north on Calhoun and to Jones St., to the storm sewer at the brewery. This collection of water is so great as the gutters and culverts are insufficient to carry it away and it flows over the side-walks, into the business houses and property adjacent thereto, causing great damage to the occupants of the houses, to their goods and wares, as well as to the property itself. It also does great injury to the streets in that the gravel and metal thereon are carried away, making it impossible to maintain said streets in good condition. Besides this, it leaves a large pool of water at a low place on 11th St,, some 15 or SO feet wide, which it is impossible to drain and which remains for weeks after rains, becoming foul and stagnant and creating a stench and making it unhealthy for the inhabitants in that part of the city, as well as unsightly to citizens and strangers who may meander in that vicinity.

I am informed by the City Engineer that the only way to relieve this condition is to extend the storm sewer recently built to point west of the brewery on Jones St., to the entersection of Rusk and 12th Sts. The section referred to is situated right int he heart of the 3rd Ward and upon some of the principle business Sts., in the city, where many people travel and resort for business, pleasure and amusement, and there is every reason

why the trouble referred to should be speedily remedied. I therefore suggest that the City Engineer be requested to furnish the Council an estimate of the cost of building this sewer, and that the Council at once take such steps as are necessary to remedy the trouble prederred to by extending said sewer to the intersection of 12th and Rusks Sts.

Hon. The Mayor and City Council, City.

Gentlemen:

We, your special Committee to whom was referred the matter of drainage conditions at corner of 11th and Calhoun Sts., having conferred with Judge Peckham, have the honor to report:

That inasmuch as the property mainly affected has been built up over course of the natural drainage, (an extension of 11th St.,) the City cannot properly build say culvert or storm sewer thro said property.

We further find that in front of the property in question, there is a foul pool of drainage caused by bottle corks and other refuse which has drifted down and cause a small culvert thro petitioners property to become clogged. The cross gutter itself is in bad condition. We recommend that it be replaced by a suitable Vitrified Brick cross gutter, by City Engineers forces, and that the Sanitary department be instructed to prevent improper matter being thrown into gutters leading thereto.

We further recommend that as soon as practicable, the 9th and Jones St. culvert be extended along Jones St to 12th St., and thence along 12 th St. to the West side of Rusk Street.
