Monday 8 O'Clock PM Kingston February 8th 1886

A Meeting of the Council of the Corporation of the City of Kingston was held this day. Present His Worship the Mayor Aldermen Bermingham, Clements, Drennan, Eilbeck, Gildersleeve, Harty, Hiscock, Hobart, Irwin, Little, McIntyre, McKay, Redden, Robinson, Shannon, Thompson, J Wilson, W Wilson

The Clerk read the minutes of the last meeting A Communication from W. L Gordon Secretary Local Board of Health was read respecting the property trapping of Drains. - Referred to the Committee on Streets.

A Communication from A.P. Knight acting Secretary Collegiate Institute was read applying for $365.00 to pay Salaries. Referred to the Committee on Finance &c

A Circular from W.S. Williams Secretary Napanee, Tamworth and Quebec Railway Company was read asking for information Re: Railway Bonus. Referred to the Mayor and City Clerk

A Circular from Lt Colonel Otter was read soliciting donation of $10.00 to the annual Prize Meeting of 1886. Referred to Committee on Finance &c

A Communication from A. P. Knight Acting Secretary Collegiate Institute Re Confirmation fo appointment of Trustees Messrs. E. H. Smythe and R.W Robertson.

Alderman Drennan brought up the petition of the Young Womens Christian Association of Kingston asking for a remission of Taxes - Referred to the Court of Revision

Alderman Little brought up the petition of Thomas Kirkpatrick offering to rent the South Easterly Corner of the Market shambles for $3 per month - Referred to the Committe on Markets

Alderman Hiscock brought up the petition of R McDonald and 9 others asking for a drain &c on Pembroke Street - Referred to the Committee on Streets.

Ald: Hiscock brought up the petition of W.A Webster and 19 others asking for the Construction of a drain on Herchimer street and St Lawrence Avenue and to construct grade and metal the street - Referred to the Committee on Streets &c

Ald: Bermingham from the Committee on Finance and accounts brought up a Report (Number 386 Book E) which was read and adopted

The Chairman from the Committee on Streets & Improvements brought up a Report (Number 387 Book E) which was read and adopted

A Report from Henry Walden Chief Engineer of the Fire Department Kingston was read suggesting certain improvements to the Department, the purchase of Hose and submitting for the approval of the Council a list of the Officers and men Comprising the present

The Clerk read the minutes of the last meeting

The Mayor submitted to the Council a Patent purporting to be Ordnance Land Sale Grant to "the Corporation of the City of Kingston" a parcel of land of the property known as the "Herchmer Farm" situate[d] in the City of Kingston, to be used as a Public Park (dated January 19 1876)

A Communication from James Agnew Esquire City Solicitor was read In Re Adair vs Kingston and Montreal street.

A Communication from Mrs Jane Garret, Sharbott Lake was read asking payment of Ten dollars for bed clothes destroyed sent with man taken with Small Pix and sent to Kingston Hospital.

On motion of Ald: Drennan seconded by Ald: Price Ordered, that the communication of Jane Garret be handed to the County Clerk and that the City Clerk notify her to that effect.

The Mayor mentioned that he had been served to-day with an appointment for the 26th instant for proceeding with the arbitration between the City and County in reference to the Court House

A Communication from E.J.B. Pense Esquire was read asking the Council to relieve the British Whig of its Contract for Printing.

On motion of Ald: Drennan seconded by Ald: Harty Ordered, That the Communication of E.J.B. Pense in regard to agreement for Contract for Printing with the City and that said Pense be relieved of said Contract

A Communication from Messrs Kirkpatrick and Rogers. In Re Canadian Engine & Machinery Company Taxes was read

On motion of Ald: McIntyre seconded by Ald: Price Ordered, That the Communication of Messrs Kirkpatrick and Rogers be referred to the Court of Revision to report

A Communication from the Department of the Interior was read enclosing Letters Patent in favor of the Corporation of the City of Kingston for a Park

On motion of Ald: Drennan seconded by Ald: Allen Resolved that this Council has learned with sincere regret of the death of Peter Graham Esquire representative of the County of Frontenac in the Ontario Legislature and Ex Warden of the County, a gentleman held in the highest esteem by all with whom he was acquainted that the members of this Council tender his Widow their sympathy in her affliction and that they do now adjourn for the purpose of attending the funeral in a body and a copy of this resolution be sent to his widow.

A Communication from George A. Kirkpatrick Esquire Secretary Collegeate Institute was read stating that George Davidson and C.V. Price Esquires are the retiring Trustees this year.

On motion of Ald: McCammon seconded by Ald: Pense Ordered that Messrs Davidson and Price be appointed Trustees for the Collegiate Institute for the next three years.

On motion of Ald Drennan seconded by Ald: Allen Ordered that this Council meeting do stand adjourned until Monday evening the 22nd [and?] at the usual hour.

The Council accordingly adjourned.

On motion of Ald: McIntyre seconded by Ald: Drennan Ordered, That the Committee on City Property be authorized to take steps to ensure the City's interest in the Court House.

Ald: McIntyre moves seconded by Ald: Gildersleeve That His Worship the Mayor be authorized in conjunction with the City Solicitor and such Committees as may be requisite to take such steps as will ensure a full investigation into the recent fires on Princess Street which occurred in the stores of Mitchell and J.M. McKay & Co - which being put was lost.

On motion of Ald: McIntyre seconded by Ald: McRossie Ordered, That the Collector of Taxes be authorized to continue the levy and Collection for balance of Taxes for 1876 until the first day of April next.

A Communication of A. Walsh was read asking for a remission of a fine imposed on him.

On motion of Ald: McIntyre seconded by Ald: Gaskin Ordered, That the Communication of R. Walsh be referred to the Mayor with power to act.

Communications from George A. Kirkpatrick Esquire were read one enclosing statement of cost of re-building the

A communication from McLean, Carlton & Co was read on the subject of numbering the houses &c

On motion of Ald Drennan, seconded by Ald Price Ordered, That the communication of Charles A Counter be referred to the Committee on Streets & Improvements to act.

Ald McIntyre brought up the petition of William Jones offering to purchase a strip of land adjoining Lots 4 & 5 on the corner of Princess and Macdonnell streets &c

On motion of Ald McIntyre, seconded by Ald Carson Ordered, That the petition of William Jones be referred to the Committee on City Property to report.

Aldmn Dupuis, Drennan and Metcalfe brought up the petitions of Dr Brown, Mrs Larter and A. Mendry respecting taxes.

On motion of Ald Dupuis, seconded by Ald Price Ordered, That the petition of M.J. Brown be referred to the Court of Revision.

On motion of Ald Drennan, seconded by Ald Allen Ordered, That the petition of Mrs Larter be referred to the Court of Revision.

On motion of Ald Metcalfe, seconded by Ald McCammon Ordered, That the petition of A. Mendry be referred to the Court of Revision.

Ald Allen brought up the petition of Alexander Sloan praying his broken stone be measured and paid for.

On motion of Ald Allen, seconded by Ald Drennan Ordered, That the petition of Alexander Sloan be referred to the Committee on Streets to report.

Ald Drennan from the Committee on Finance and Accounts brought up two Reports (Numbers 590 & 591 Book D) which were read and adopted.
