Whereas the Hon. W. W. Stewart, who for four years has held the office of City Recorder of the City of Fort Worth, being twice elected by the City Council over vigorous opposition, is about to retire voluntarily from the position which he has so honorably and so exceptionally filled.

Therefore be it resolved that the Hon. W. W. Stewart has been an honorable high [toned?] and and an efficient officer, and coming in contact in his official character with so many of the humble and lowly in life, we find that by his kind words, and fatherly advice and gentlemanly bearing dispensing justice with [mercy?], he has send many a boy from his court resolved determined to be a better man, many a sorrowing woman determined to lead a better and a purer life, many a hardened fellow ashamed of his crimes and worth lessness . Dear Sir,

The Women's Christian Temperance Union earnestly desire your consideration of the following matter and beg that you present it before the council. Last summer we undertook having water barrels upon the streets, that the passer by might quench his thirst instead of being subjected to the temptation of the open saloons. This was too great an undertaking for our limited resources, although successfully carried out and we are [lialts?] to see the good work begun, discontinued, so now we come to you and beg that the city will carry on the good work. We have four barrels

To the City Council of the City of Fort Worth Your petitioner the Mutual Home [???] Assn desires to pay back taxes on and to redeem from tax sale, 50 feet front on Samuels Ave. shown by tax statement first page of abstract and being the south 50 feet of the north 147 feet J.L. Moore addn. This property with the balance of the 147 feet front, that is 97 feet front, and Lot 12 Block 2 [Gohnant] addn and the S.E. 1/4 of Block 31 Tuckers addition was all sold to the city under tax sale, and by one deed in the year 1898 on judgment rendered in 1897 See abstract page 89 The costs of court amount to $16.79 and were paid by the city. Petitioner prays that the Mayor and Secy be authorized to make deal to petitioner to the 50 feet front on payment of taxes due and are equitable portions of the costs. For your information desire to say that the property was assessed as follows

For 1896 Lot 12 Blk 2 [Gonaughs] 200.00 147 feet front on Samuel Ave, including the 50 feet we desire to pay & $1000.00 the 97 feet mentioned above S.E. 1/4 Blk 31 Tuckers - 1000.00

In 1895 the assessment was the same except Lot 12 Blk 2 [Gonaugh] Add which was assessed at 500 ---

To the Honorable Mayor & City Council,

Gentlemen:-

Your petitioner begs to state that he is the owner of Lot 6 Block 4 Moore Thornton & Co's Strips and that the assessed valuation on same for the years 1896-1897-1898=1900-1901 & 1902 is excessive and prays that it be reduced to a valuation of $200.00 for each of those years. The attached statement from the Tax Collectors office shows the assessed value for each of those years. Also prays for remission of costs.

thousand dollars - notwithstanding the boom in real estate -

That the lots are in a [sway?] or low place much lower than property adjacent to it - and it unfit for building sites in its present condition and in order to make it at all fit for building sites it will be necessary to fill up to a depth of several feet

Not on account of the fact that there has been no responsible party in charge of said property it has produced no income and the taxes have been allowed to accumulate until now the city claims that Petitioners are indebted to it in the sum of $223.30 besides interest penalties &c -

Petitioners say they are poor ignorant colored boys and are dependent on hard labor for support and are unable to pay said amount except by a sale of the property at a sacrifice - but that if the Honorable City Council will reduce the taxes to a just and equitable basis they can and will be able to pay the said taxes without selling the same at a sacrifice -

Where that in making the assessment against the said property the assessor doubtless took into consideration the four houses thereon - when in truth and in fact only one of said houses belonged to Petitioners
