To the Honorable Mayor and City Council of the City of Fort WOrth.

Gentlemen:

In making a further report upon the claim of Mrs. N. La Croix, I would state that I have inspected the scene of the accident and find the following to be facts. That Mrs. LaCroix lives at 1003 E. Front Street. That the meter over which she stumbled is the meter obviously measuring the water supplied to her premises. From the appearance of the ground the meter has been located in its present location for a long time. It is practically opposite her front gate, and it is almost a matter of impossibility for any person to see how she could possibly be unaware of the location and status of the matter.

I therefore feel it my duty to report that in my best judgment the accident was caused by her contributory negligence, and that there is no liability upon the part of the city.

After looking over the ground, the matter seemed so plain to me that I did not think it necessary to investigate the extent of the injury claimed by her in her petition.
