Gentlemen:-

Complying with the Resolution passed by your Honorable Body at the meeting of Jany 18,1901, I herewith submit a Report of the City Fire Department for the year ending December 31, 1900 and trust same will meet with your approval. I have also sent one report to the Fire Committee.

That the Department has been efficiently managed can be seen from the following Report of the New York Board of Underwriters of your Department for the year just ended.

Cost of maintaining the Five Full Paid Fire Departments in State of Texas.

Galveston: cost 62.000.00; has 64 men: 33 horses: 17 pcs. of apparatus Houston: cost 57000.00: has 62 men; 31 horses: 17 pcs apparatus. SanAntonio: cost 41.134.00; has 46 men: 20 horses:10 pcs apparatus Dallas: cost 38.136.00: has 45 men: 32 horses: 17 pcs. apparatus. Fort Worth: cost 32.000.00; has 41 men: 28 horses; 13 pcs apparatus.

The Officers are not classed as Members of the Force in some of the Cities listed above. They are classes in the Force of your Department;also Wm. Hefferon is classed.

The above figures are obtained from statements of Chiefs of Fire Departments and City Auditors of the above listed cities and said statements are hereto attached to verify said figures.

Galvestons figures were,of course,prior to the storm of September 7 1900.

The above figures will show then that your Department costs less than Galveston by 30.000.00 less than Houston by 25.000.00 less than SanAntonio by 9.134.00 and less than the City of Dallas by $6.136.00.

The above list is a complete list of all the cities having Full paid Departments in this State and are the only ones by which any comparison can be made.

There is no other city in Texas having our area and popu lationand from the above table you can see we are the least in Maintainance of Fire Department by over $6.000.00

From the information I have been able to obtain I give you the amount per capita cost of the departments in the Cities in Texas that have full paid service.

Galveston has a population of 37.789. Cost of department $62,000.00. cost per capita 1.68

Houston has a population of 44,000. Cost of department $57,000.00 per capita cost 1.30

San Antonio has a population of 53,000. Cost of depart ment $41,134.00; per capita cost .79 +

Dallas has a population of 42,638: Cost of department 38,136.00 per capita cost .91

Ft.Worth has a population of 30,000. Cost of department $32,000.00; per capita cost 1.06

Different conditions exist in different cities , is a fact that can not be gain-said. The largest city in Texas costs less per capita that any other city. It is a principle which is known to every one familiar with municipal government that the running of city departments costs more in its total but less per capita as the city gets larger: applying this to the above cities it will be seen at once that the Ft.Worth Department is not any more costly than San Antonio and Dallas than it should be and is much cheaper that Galveston and Houston than appears on the face of the report. The Ft.Worth Department could take care of within the present city limits, a population of 50,000 without additional total cost,yet at the same time the PER CAPITA COST would then be ONLY 64 cents.
