Fort Worth, Texas, April, 20th 1900.

Hon. J. F. Lehane Chairman, and Water Works Committee.

Gentlemen:-

I respectfully report the following on the attached communication from J. Ashley, relative to the water service at his residence, beg to state that I have investigated the complaint and find the conditions to be as follows.

During the time he has had a meter in his place he has used the following amounts of water.

September 1899, ------------------------ 600 Gal. October, 1899 ---------------------------- 750, " November 1899, ------------------------ 1275, " December 1899 ------------------------- 1050, " January 1900, ---------------------------- 8250, " February, 1900 "------------------------- 1125, " March, ----1900 -------------------------- 1500, "

The same meter has been in the entire time and has never been out of repair and we do not see how the meter could be wrong one month and right all the balance of the time. The department has made numerous tests of the meters in our service and have always found that where ther was a difference in them it was always in the consumers favor, occasioned by the meter being somewhat worn and letting a small stream of water pass through without registering.

We believe the amount of water charged for in the petitioners bill passed through the meter as registered.

Hon., the Mayor and City Council, City.

Gentlemen:-

Although the Street Railway Company courteously furnishes all the employees of this department with free transportation on its lines, still, we are greatly hampered in getting to the sites of our numerous and widely separated pieces of work, and loose a great x'd out word many hours of valuable time by reason of not having additional means of transportation.

I respectfully recommend that the purchasing committee be instructed to buy for the Engineer department a suitable buggy or wagon at a cost of not to exceed $75.00 and harness not to exceed $15.00, and I will furnish a horse and his keep at my own expense.

Be it Resolved,

We, Your Committee, on Finance, to whom was referred the Petition of Jno B. Hawley City Engineer, asking for the purchase of a buggy or wagon and harness for his department, after due consideration, would respectfully report that owing to the condition of our finances, we recommend that same be not allowed at this time.
