for the Bridlington District that when at Sea 40 miles NW by N of Spurn he picked up a Ships Boat, 15 feet long marked inside of Stern. "James & Francis" Hull "Amos Johnson and as it appears by our Books that the "James & Francis" belongs to Rhodes Hudson of Goole, I will thank you to inform him accordingly. I am, Sir, &c J. S. -------------------------------------------------------------------------------------- Meteorological Return. 4' Novbr 1859 The Secretary of the Board of Trade London -------------------------------------------------------------------------------------- Vessel "Capital" Wreck of Sir 5 Novbr 1859 The annexed papers are reports from Lieut Poynter R. M. Inspecting Officer of the Coast-Guard Patrington Division_ of the Wreck of the Sloop "Capital" of Goole Samuel Bowser Master which took place on the morning of Wednesday the 26 {Inst} Ulto at about 4' A.M. As soon as the wrecked vessel could be approached several men_ named in the Reports of Lieut Poynter approached her_ boarded her _ and commenced cutting her rigging and materials although they were hailed by George Milne_ a commissioned Boatman of the Coast Guard_ who has charge of the Holmpton detachmentt upon which division the wreck took place _ to desist from injuring the rigging & _ but they still persisted and took away with them - to Withernsea a distance of about a mile and three quarters - a quantity of rigging and Sails - and on the night following 3 or 4 Cart Loads of Bricks - and shifted an anchor Seaward down the beach _ which had been laid by Lieut Poynter in land _ to prevent

the vessel moving should she float_ the effect would have been_ had the moving of the Anchor not have been seen_ that she would have drifted down the beach_ as the wind blew off the land. The Anchor was moved by Henry Colman Richd Fenby and others Their Horses were used to move the Anchor and when they were doing this Act - Milne the Coast Guard Officer in charge _ warned them of the consequences that would arise out of the illegality of the Act they were doing. The Master and every one on board were drowned, - but Mr Clarkson - Agent for the Wakefield Marine Insurance Society _ in which the Vessel was insured has taken charge of the Wreck for the benefit of all parties interested - and to whom the materials &c removed to Withernsea have been delivered up. Some proceedings should be instituted in order to maintain the authority of the Officers on the Coast. Herewith I beg to foward the Bill of the Magistrates Clerk in the above case amounting to £8 - 17 - 0 -- also the Officers Bill for serving summonses amounting to 15s/_. And with reference to my letter of the 3' Ulto craving the expenses of Thos Steele - and Geo Spetch _ two men who were summoned to attend the last hearing I regret I craved a week short for each_ viz from the 9th Sept only - whereas I should have craved expenses for each from the 3rd inclusive - as per annexed sum-monses for Thos Steele_ They were first summoned on the 3' Septbr to attend on the 9th when it was found that Capt Harris could not be communicated with in sufficient time to attend on that day

-The "Dowthorpe" _ the Ship_ to which Mr Bec - late mate of the "North Sea" belonged _ did not arrive till late on the 7 Sept and reported the 8th consquently on con-sulting with the Stipendiary Magistrate - he re-commended that fresh summonses issue for the 13th the day Capt Harris_ who in the mean time had been communicated with_ had named for the hearing I have paid Geo Spetch £3-17-8 which was form the 9 Inclusive, _ Whereas I should have paid him 6 days more Viz 6 days at 30s/_ per week------------------------- £1-5-8 Thos Steele 6 days at 25s/_ ------------------------ £1-1-7 I will therefore thank you to obtain an Order for payment of those sums_ amounting together to £11-19-3 -------------- I, am Sir, &c J. Vessel "Rebecca & Ann" Stores Sir, 22nd Novbr 1859 In reply to your letter of the 18th Inst I beg to acquaint you that - at the request of Mr Wilson - Secretary to the Trinity Board_ I directed the Stores saved from the Vessel above named to be taken to Grimsby and reported to you - instead of being reported to me - in order that one Settlement of Salvage only might take place. S. ------------------------------------------------------------------------------------ Vessel "Dove" 22 Novbr 1859 By the Victualling Bill of the "Dove" there appears to have been on board when she left Sunderland on the 27th Ulto__ 12 lbs Raw Sugar, 2 lbs Refined Sugar 2 lbs Tobacco. With respect to placing Wreck Articles _ in the district of Kilnsea where the Boat came on shore in such a position where they can be protected
