To the Honorable, the Chairman and Members of the Finance Committee of the City Council, Fort Worth, Texas.
Gentlemen:
Regarding the attached petition I find:-
1st- That the taxes on lot 2 Block 1 Moore Thornton & Co Add'n. were delinquent for the years 1895 and 1896 until the years Nov.9, 1898
2d. That on Nov. 29 1898, receipt was issued to Clark Rutherford (R.R. 977) for $17.50 for taxes 1/2 the taxes due on said lot for the year 1895, though the receipt was never credited on the books.
3rd. That on Aug. 2, 1901, RR 648, O C, Herrenkind paid $35.00 the full amount of the delinquent taxes on the above lot for the year 1895, which amount was duly credited, thereby making one half of the taxes paid twice.
3rd. That on same date and same receipt. I.C. Herrenkind paid $14.00 taxes on said lot for the year 1896, thereby leaving $21.00 due and delinquent for that year.

In view of the above facts, and the allegations of the petitioner, I have the honor to recommend that I be authorized to issue receipt to Mr. Rutherford for the taxes on the above lot for the year 1896 in lien of Redemption Receipt 977 hereto attached.
