In 1846 Kingston was incorporated as a city. There had from the beginning been considerable dissatisfaction with the original incorporation act. It had been felt that there were too few councilors, and there was no provision for proper assessment. After 1846 the council increased in size and the councilors were elected annually. The city limits were extended and the whole was divided into five wards: Cataraqui, Frontenac, Sydenham, Ontario and St. Lawrence. By the 1849 Baldwin Act, city limits were again increased and Rideau and Victoria wards were added. At that time the Council consisted of the mayor, fourteen aldermen and fourteen councilmen. In 1867 the Council was reduced to the mayor and twenty-one members, three from each ward, and all were called aldermen. The items to be described are two volumes of City Council minutes from 1886-1897. These minutes will be of particular value once transcribed as we have never received indices for 1880 to 1896. All other years are indexed making the information more findable.

That the City grant to Central Fair the sum of $200 provided the Finance Committee can raise funds for that purpose.

The original motion being put was carried.

From James Shannon - Re sewer rates and claiming re-payment - Referred to the Board of Works.

From Francis King Barrister on behalf of Mrs Bruce complaining of open drain across her lots. Referred to the Board of Works.

From W.H. Carnovsky for permission to remove certain trees Wellington Street. Referred to the Board of Works.

From C.K. Clark Medical Superintendant Rockwood Asylum calling the attention of the Council to an Act of bravery by W.P. Fenwick in saving a man from drowning.

On motion of Ald McIntyre seconded by Ald Walkem Ordered That this Council having learned the Act of bravery of William P. Fenwick in rescuing one R. Davis from drowning on 5th July instant near Rockwood Asylum recommend that particulars of the same be transmitted to the Royal Humane Society with a view to securing for Mr Fenwick the Societies Medal.

From James H Metcalfe re presentation of petition to Parliament Ocean Freight for Shipping Cattle.

From Messrs Carswell & Co calling attention to certain publications by them and soliciting orders - Referred to the Finance Committee.

From Mrs Mary Cornwall and several others respecting taxes. Referred to the Court of Revision.

From George Thompson Collector of Taxes Re Taxes collected to date. Referred to the Finance Committee.

From L. Palmisans asking for a refund of Transient Traders license having become a resident of the City. Referred to the Committee on Finances &c.

Petitions were presented and referred as follows: -

From W.H. Carson and 15 others by Ald McKelvey for an articial stone side walk on South side of Princess Street between western limit of Woods property being part lot 9 and Barrie Street in St Lawrence Ward. Referred to Board of Works and City Commissioner.

From F. Murray and ten others by Ald Martin asking to have Brock Street between Gordon and Alfred Street sprinkled - Referred to the Board of Works.

The Chairman from the Board of Works brought up a Report (number 1187 Book G) which was read.

Ald Carson moves seconded by Ald Horn.

That the reports of the Committee of the Board of Works be received and adopted.

In Amendment

Ald McIntyre moves seconded by Ald Gaskin

That the agreement between the Corporation and the Canada Granite Coy be amended by adding a proviso that said agreement shall apply only to the walk named in the petition of W.H. Carson and others presented to Council on July 9th 1894 and that said agreement shall not apply to future petitions for similar work until the price shall be satisfactory to this Council having regard to the present price of materials entering into the construction of said walk and the condition of the labor market.

The Mayor ruled this resolution out of order.

Ald McKelvey moves seconded by Ald Gaskin

That the clause relative to Granolithic Walks in the report of the Board of Works passed by the Council June the 11th be reconsidered which being put was [underline] lost [underline].

Nays: Ald Allen, Behan, Carson, Curtis, Horn, Martin, McMahon, Richardson, G. Robinson, Walkem, Wright - 12.

A deputation from the Dentists Association waited on the Council asking for free use of City Hall for Association.

Dr Clements addressed the Council on behalf of the association.

On motion of Ald Elliott seconded by Ald Martin

Ordered that the free use of the City Hall be allowed the Dentists Association for its meeting here in July.

The Chairman from the Water Works Committee brought up a Report (Number 1198 Book G) which was read and adopted.

The Chairman from the Committee on City Property brought up a Report (Number 1199 Book G) which was read and adopted.

On motion of Ald Gaskin seconded by Ald McIntyre.

Ordered that when the Council adjourns tonight it stands adjourned until Monday the 17th September and the Treasurer be instructed to pay in the meantime on the order of the Mayor accounts which have been properly certified also salaries as per budget of 1894.

On motion of Ald Gaskin seconded by Ald Mundell.

Ordered that this Council appoint Aldermen McKelvey and McIntyre as their representatives on the Board of Governors of the School of Mining and Agriculture.

Ald Carson introduced a By Law to authorize the construction of a common sewer in a part of University Avenue in the City of Kingston as a Local Improvement under the provisions of the Municipal Act in that behalf which was read a first time.

The 30th Rule was suspended and the Council went into Committee of the Whole on the second reading.

Ald: Carson introduced a By Law to establish open up and make a publilc street to continue Stanley Street formerly Victoria Street in a straight line to Alfred Street and to close up and sell that part of Stanley Street thus rendered unnecessary and for expropriating the lands required for the purpose of straightening Stanley Street which was read a first time.

The 30th Rule of Council was suspended for the evening for the purpose of passing By Laws.

The Council went into Committee of the Whole on the second reading.

The Committee rose and the Chairman reported the second reading of the By Law clause by clause. The Report was received.

The By Law was read a third time and passed .

Ald McIntyre introduced A By Law to consolidate the several amounts for which local improvment debentures are authorized to be issued by the By Laws mentioned in the schedule to this By Law in one amount and to issue Debentures for said amount in place of debentures authorized to be issued by the said By Laws for the said several amounts which was read a first time.

The 30th Rule being suspended the Council went into the Committee of the Whole on the second reading.

The Committee rose and the Chairman reported the second reading of the By Law clause by clause. The Report was received.

The By Law was read a third time and passed.

Ald McIntyre introduced a By Law to ratify and confirm certain agreements which was read a first time.

The 30th Rule being suspended the Council went into Committee of the Whole on the second reading.

The Council resumed.

The Committee rose and the Chairman reported the second reading of the By Law clause by clause. The Report was received.

The Rule being suspended the By Law was read a third time and passed.

On motion of Ald McIntyre seconded by Ald Gaskin.

Ordered that Ald Skinner be granted leave of absence until his return form the North West and that Ald Mundell be put on the Court of Revision until Ald Skinner returns.

On motion the Council adjourned.

A Special Meeting of the Council of the Corporation of the City of Kingston was held this day. Present.

The Mayor stated the meeting was called to take up general business.

Communications summarized by Clerk were read and referred as follows: -

From R.J. Wilson Secretary Bycicle Club asking for a remission of the rent of City Hall. Referred to the Committee on City Property.

From Capt. W. Andrews presenting copies of life saving rules for rescuing drowning persons. fyled.

From C.C. James - Re Auditors Report and detailed statement. fyled.

From E.M. Smith and others Re Taxes. Referred to the Court of Revision.

From J.H. Metcalfe, M.P. and 13 others citizens of Kingston recommending to the Royal Humane Society of England for meritorious consideration the name of Mr Archibald Hanley Inland Revenue Officer of this City for his many acts of saving life in and around the harbour of Kingston.

On motion of Ald Ryan seconded by Ald Behan.

Ordered that the Mayor write the Royal Humane Society of England with a view of securing the medal for Archibald Hanley as a reward for his services in saving life.

Petitions were presented and referred as follows: -

From T. Hewitt and 3 others by Ald Meek asking for improved drainage on Union Street.

On motion of Ald Meek seconded by Ald Horn.

Ordered that the petition of T Hewitt and others be referred to the Board of Works with power to act.

From Daniel Staley and 3 others by Ald Hardy asking for an artificial stone side walk 10 feet in width on Brock Street North between Bagot and Wellington Street. Referred to the Board of Works and City Commissioner.

From the Reverend Buxton B Smith by Ald Walkem asking for an artificial stone walk 8 feet wide on Clarence Street between King and Wellington streets 93 feet from King Street. Referred to the Board of Works and City Commissioners.

From E.J.B. Pense and 3 others by Ald Behan asking for an artificial stone walk eleven feet in width between Brock and Clarence Streets. Referred to the Board of Works and the City Commissioner.

The Chairman from the Board of Works brought up a report (Number 1200 Book G) and submitted.

Report of Thomas O. Bolger City Engineer with statements of measurements of frontage liable to rate for common sewer to be constructed in Collingwood Street and for artificial stone walk on part of Princess street in the City which were read.

On motion of Ald Carson seconded by Ald Horn.

Ordered that the report of the Committee of the Board of Works be received and adopted.

Ald Hardy introduced "A By Law to raise by way of loan on the credit [strikethrough] by way of loan [/strikethrough] of the Debentures therein mentioned the sum of $7,211.79 for the purposes therein mentioned which was read a first time.
