In 1846 Kingston was incorporated as a city. There had from the beginning been considerable dissatisfaction with the original incorporation act. It had been felt that there were too few councilors, and there was no provision for proper assessment. After 1846 the council increased in size and the councilors were elected annually. The city limits were extended and the whole was divided into five wards: Cataraqui, Frontenac, Sydenham, Ontario and St. Lawrence. By the 1849 Baldwin Act, city limits were again increased and Rideau and Victoria wards were added. At that time the Council consisted of the mayor, fourteen aldermen and fourteen councilmen. In 1867 the Council was reduced to the mayor and twenty-one members, three from each ward, and all were called aldermen. The items to be described are two volumes of City Council minutes from 1886-1897. These minutes will be of particular value once transcribed as we have never received indices for 1880 to 1896. All other years are indexed making the information more findable.

The first meeting of the Council elect of the Corporation of the City of Kingston for the year 1895 held this day. Present:

John Duff Esquire Police Magistrate administered the declarations of qualifications and of office to the Mayor elect. Whereupon the Mayor took the Chair and administered the declarations of qualifications and of office to the Aldermen.

The Mayor here addressed the Council.

On motion of Ald Richardson seconded by Ald Meek.

Ordered that the address of the Mayor be referred to the Finance Committee to report on it as early a date as possible.

The Mayor nominated Thomas P Minnes for the office of City Auditor.

On motion of Ald McIntyre seconded by Ald Gaskin.

Ordered That the nomination of the Mayor of Thomas D Minnes as one of the auditors of 1895 be confirmed.

Ald Elliott moves seconded by Ald Behan.

That W.R. Dick be appointed auditor for the year 1895.

In amendment

Ald Mundell moves seconded by Ald Ryan.

That Mr John F McMahon be the Council auditor for the year 1895 which being put was carried.

Ordered that Professor Dupuis and Mayor Herald be the Trustees of the Collegiate Institute Board respecting this Council.

Ordered that Aldermen Walkem and McKelvey be apointed Governors of the School of Mining and Agriculture.

Ald Gaskin introduced "A By Law to appoint two trustees on the Kingston Collegiate Institute Board to fill the annual vacancies caused by retirement" which was read a first time.

The 30th rule was suspended and the Council went into Committee of the whole on the second reading.

The Council resumed.

The Committee rose and the Chairman reported the second reading of the By Law clause by clause. The Report was received.

The 30th Rule was again suspended and the By Law was read a third time and passed.

Ald McIntyre introduced "A By Law to appoint auditors for the Municipality of the City of Kingston for the year 1895" which was read a first time.

The 30th rule was suspended and the Council went into Committee of the whole on the second reading.

The Council resumed.

The Committee rose and the Chairman reported the second reading of the By Law clause by clause. The Report was received.

The 30th Rule was again suspended and the By Law was read a third time and passed.

A delegation from the Midland Central Fair waited on the Council on the interests of the Fair. Mr. Donald Fraser addressed the Council on behalf of the delegation.

On motion of Ald Meek seconded by Ald Mundell.

Ordered, That Aldermen Gaskin, McIntyre, Shannon, McMahon, Meek, Martin and Strainge be a committee to strike the Committee for the year and report to the Council without delay-

The Council adjourned to afford an opportunity to the Select Committee to prepare report-

The Council met after adjournment all the members being present

The Chairman from the Select Committee to strike the Standing Committees for the year 1895 brought up a report (number 1250 Book G. which was read

On motion of Ald: Gaskin seconded by Ald: Meek

Ordered, That the report of the Special Committee to Strike the Standing Committees for the year be received and adopted and that the member whose name is mentioned first shall be chairman of the respective Committees

On motion of Ald: Gaskin seconded by Ald: Skinner Ordered, That the Returning Officers, Deputy Returning officers and other officials, polling places, engaged on the Municipal Elections and Elections on By Laws be paid the usual ordinary fees

On motion the Council adjourned.

Ald: Meek introduced By Law No. 501 entitled "A By Law respecting the payment and colllection of taxes and Local Improvement accounts including Sewer rents and rates of the Municipality of the City of Kingston and to allow a discount theron for prompt payment and to impose a per centage charge thereon upon default of payment at the times specified therefore - which was read a first time

The Committee rose and the Chairman reported the second reading of the By Law clause by clause - The Report was received The By Law was read a third time and passed.

The By Law was read a third time and passed

Ald: Meek introduced By Law No. 503 entitled "A By Law to compel the Construction of Sinks in Dwelling Houses and other houses and buildings in the City of of Kingston" which was read a first time
