In 1846 Kingston was incorporated as a city. There had from the beginning been considerable dissatisfaction with the original incorporation act. It had been felt that there were too few councilors, and there was no provision for proper assessment. After 1846 the council increased in size and the councilors were elected annually. The city limits were extended and the whole was divided into five wards: Cataraqui, Frontenac, Sydenham, Ontario and St. Lawrence. By the 1849 Baldwin Act, city limits were again increased and Rideau and Victoria wards were added. At that time the Council consisted of the mayor, fourteen aldermen and fourteen councilmen. In 1867 the Council was reduced to the mayor and twenty-one members, three from each ward, and all were called aldermen. The items to be described are two volumes of City Council minutes from 1886-1897. These minutes will be of particular value once transcribed as we have never received indices for 1880 to 1896. All other years are indexed making the information more findable.

1. That permission of the Council of the Corporation of the City of Kingsotn be granted to the Montreal Transportation Company to extend their warf for a distance of twelve feet northerly from their present warf such extension to be from the water's edge in front of Barrack St to the easterly limit of the warf of the said Co.

2. That so far as this Council has power to grant it for the purpose of giving increased facilities to business permission be given to The Kingston & Pembroke Railway Co to make and construct work and use a switch or siding from the main line of said Railway across Ontario St and across and along Barrack St to the warf of the said M.T.Co. as said warf may be extension to the proposed elevator of said transportation company and that permission be given to the G.T.R. Company to make

By-Laws

Ald Carson introduced a By-Law to authorize the construction of an artificial stone side walk on the north side of Johnston Street from King to Wellington St and on the East side of Wellington St from Johnston St to limit of Church property which was read a first, second and third time respectively passed and signed by the Mayor.

Ald Carson introduced a By-Law to authorize the construction of an artificial stone sidewwalk on the east side of that part of King Street between Gore St & Union St which was read a first second and third time repsectively passed & signed by the Mayor.

Ald Carson introduced a By-Law to authorize the construction of an artificial stone sidewalk on the east side of that part of Montreal St from Princess St southward to the southerly limit of the property of Mary McCammon which was read a first second & third time respectively passed and signed by the Mayor.

Ald Carson introduced a By-Law to ratify & confirm a certain agreement dated 10th November A.D. 1897 and made between the Corporation of the City of Kingston & the Kingston, Portsmouth & Cataraqui Electric Railway Co. which was read a first, second & third time respectively passed and signed by the Mayor.

Ald Ryan introduced a By-Law to fix the places in each ward in the City of Kingston where the nomination of canidates [candidates] for the office of Alderman and for the office of Public School Trustee shall take place and to appoint Returning Officers to hold the said nominations which was read a first, second & third time respectively passed & signed by the Mayor.

Ald Wright introduced a By-Law to appoint Deputy Returning Officers & places for holding the next ensuing Municipal Elections for the City of Kingston & for holding the Election for the Office of Public School Trustee in several Wards of said City which was read a first second & third time respectively passed & signed by the Mayor.
