On Your Anniversary -
We are honoring you Dr. Van Waters, on your eighteenth year as Superintendent of the Reformatory for Women - and yet, you seem to be just opening a new field for your girls.
Your work here among the girls must remind you of a flower garden. Your ideas and plans are like seeds planted - some grow and blossom to their fullest, while others are tread upon by disinterested bystanders.
But through rain or shine - you stand by and tenderly care and watch the developments of your seeds.
