Gentlemen:
I own a part of Lot 2, Block 13, Fields-Welch Addition to the City.
As you will see by reference to the map, there are two lots in that block numbered two, the one in which I live being large and subdivided.
These facts I did not know and could not reasonably have been expected to know.
I have at all times stood ready to pay my taxes, and in fact have made repeated attempts to do so; but could never before get the matter straightened out in the Collectors office.
As you will see by reference to certificate number 2859, I have just paid penalties to the amount of $32.24.
Now for the reasons above set forth, I do not think it just for me to have to pay said penalties, and I therefore pray your honorable body to cancel said penalties and reimburse me to the extent thereof.

I have also made the following appointment subject to your confirmation Ab Speight, patrolman, Jno. D. Chapman Relief man. B.T. Harman 1st Extra, Porter True, 2nd Extra W.W. Standifer, 3rd Extra.
