In many cases I could be of assistance to the Health Department if I was appointed special Sanitary officier without pay, in cases where dead animals & thrash are dumped in place's they should not be as our City is growing it requires a close watch on scavengers & thrash haulers. As I drive around a good deal I come in contact with such cases, It would give me the privilege to tell them where such stuff should go.
