60 Columbia Oct 25th 1893 Town Council met pursuant to adjournment, Mayor Hutchinson in the chair. The following members being present, viz: Schade, Willacy, Voland & Sullivan, The minutes for the meeting of Oct 14th were ordered read and on motion approved. The superintendent on Town Water Company reported some bursted pipe and recommended that provision be made to repair same until new pipe could be obtained On motion of councilman Voland the supt. was empowered to purchase sufficient "tarred twine" to make such repairs as needed. The superintendent of Water Works further reports that uponexamination of copliant made by one Harry Finch he found that siad Finch house was connected with water main by an 1/2" pipe. Said pipe not being sufficiently large to supply water for the two families occupying Finch House. Also that A H Hepler had bought of the City 60 ft of 1/2 " iron pipe. On motion Mr Finch was exempted from paying for two families until the suppply of water was increased. The clerk was ordered to charge Mr Hepler 1 cent per foot for the 1/2" pipe, and render him a bill for same. On motion of Councilman Schade an ordinance No 35 was read pertaining to and providing for the levying of a tax of 1% on the property in the Town of Columbia for the years 1893 and 1894 The same was passed and the clerk ordered to post the same as provided for and required by laaw. He was also instructed to certify same to the Auditor of King Co. Mr Hastings the Town Attorney instructed the Council as to the requirements of the law regarding the registration of voters. And advising the Council accordingly. Councilman Voland then moved that His Honor the Mayor be empowered to provide a registration book & etc for the approching electin and a tax receipt book for the Town Marshall Carried. A communication from Mr J K Edmistonexpressing his willingness as a large holder of Columbus Street Improvements Warrants

133 Columbia Wash June 1st 1896 The Town Council of the Town of Columbia met in regular meeting: Roll Called all councilmen present Attorney and Clerk absent F J Brown appointed clerk pro tem: Minutes of the last meeting read and approved Marshal reported on condition of Water Works and the collections of Water rents Report referred to Water Committee: Ordinance No 64 on grade assessments postponed to next meeting: On motion of C N Groat Seconded by F J Brown that an ordinance be drawn Repealing the Dog Tax Ordinance. Groat, Almquist and F J Brown voting Aye: Hepler and D C Brown voting no: Bill of A H Hepler for 25 cts was allowed and on motion Warrant was ordered on emergency fund to pay the same: Bill for $6.00 by Lowman & Hanford was allowed and warrant ordered on Emergency fund to pay the same: On motion $15.00 was transferred from General Fundto the Emergency Fund: On motion warrants were ordered in payment of Officer's Salaries for Jan Feb and march 1896. 135 Columbia Wash 1896 June 11th The Town Council for the town of Columbia met persuant to adjournment Mayor Peirson presiding: Councilmen present Hepler, D C Brown Groat and Almquist: Minutes of last meeting read and approved: Ordiance No 65 read and on motion was laid over to next meeting: Ordinance No 64 extending to time of payment of penalty on Street Grade assessments until July 1st 1896, having been introduced at the meeting held on Apr 6th, was read and on motion passed by the Council. Approved by the Mayor and attested by the Clerk: On motion Marshal was ordered to notify persons to remove all Nuisances and Offal from cow stables found at alleys or other places that are considered nauseus Offensive or injurious to the health or pleasure of any person: On motion Warrant was ordered on the emergency fund for 50 cts in favor of O A Schade for lamp chimney: On motion meeting adjourned to firsst Monday in July at 8 PM Approved July 6th 1896 mayor J A Kelso clerk

136 Columbia Wash July 6th 1/96 the town Council of theTown of Columbia met persuant to adjournment: Present V R Peirson mayor [D C Brown]], F J Brown, Groat and Hepler Councilmen J A KElso Clerk and W S McCurley Atty Mayor Peirson presiding Minutes of the last meeting read and approved. Ordinance No 65 Called up and 2d reading said Ordinance being a repeal of the Dog Tax Ordinance now in force: On motionof C N Groat and 2nd by F J Brown that same be passed; motion being put vote was 2 for and 2 against. The vote being a tie vote, the Mayor cast the deciding vote in favor of its passage: Therefore said ordinance was passed and approved: Attorney reports attending to Grade assessments Officers given another month to hand in quarterly reports: Mayor given leave of absence for 2 weeks F J Brown elected acting mayor in his absence. 139 Columbia Wash Nov 2d 1/96 The Town Council of the Town of Columbia met persuant to adjournment: Present V R Peirson mayor Groat, Hepler Almquist & D C Brown: Minutes of last meeting read and approved: On motion Water rent to Miss Matthews for the month of [?] was rebated: Street Comittee reports culvert placed under R R Track and low place on Ferdinand St drained: On motion Bill of C R Hepler for work on drains was allowed as follows: $2.15 on Emergency and $3.80 on General fund: On motion the Annual Election for the Town of Columbia was called and ordered held onthe 8th day of December 1896 according to the Laws of the State of Washington, for the purpose of electing One Mayor for the term of two years and two councilmen and one Treasurer for the term of two years and the Clerk was instructed to post the necessary notices for said election: On motion Marshal was instructed to purchase Wick and fit up lamp: On motion meeting adjourned to meet first Monday in December 1/96 Approved Dec 7th 1896 mayor J A Kelso clerk
