Resolution to Employ Increase Allen Lapham for the Purpose of Examining the Dam, November 28th

Resolved that the President be and is hereby directed to employ Dr. I.A. Lapham, of Milwaukee, Civil Engineer, for the purpose of examining the dam and work under progress under the contract with John Anderson with the request that he will give an opinion professionally as to the effect that the completion of the work under said contract will have upon the running of rafts; also the effect that the completion of the dam across the river, three feet high and constructed in accordance with the act, entitled 'An act to aid in the development of the manufacturing intreats of ths State' passed April 10, 1866, will have upon the passage of rafts the same; also his opinion in regard to the navigating of the Wisconsin river, in ts natural state, above and below said dam - and that said Lapham be requested to make said statement in the forme of an affidavit, to be used in the case of an application made by Woodman for an injunction to restrain this company from building said dam.

I certify that the above is a copy of a resolution passed by the Board of Directors of the Kilbourn Manufacturing Company at a meeting held Nov. 28, 1866.

I.A. Lapham Esq. Mr. Abe &c. Milwaukee, Wis.

Sir Can you inform me at what time last Spring the 'Self Registering Water Gang' was started. We can find no records in this office before May, and as April has been included every year before this, I found it might have been lost. Please answer at your earliest convenience.

Cleveland Ohio Nov 10 1866

I.A. Lapham DD Milwaukee Wis Dear Sir At the Buffalo meeting of the Am. Assn. [illegible] a committee has risen to memorialise [illegible] in reference to printing the Annual Reports of the Lake Survey in separate forms like thos of the Coast Survey. Also to procure an enlargement of the appropriation for the meteorological part of the survey to include the geography of the outlets of the lakes. The last I have been for many years engaging upon the superintendents of the survey with about as much effect as I did 20 years sinc that of taking the [illegible]. Col. Graham was the only one who made any response & he soon [illegible]. The measurement of the discharge is a necessary part of the question of Exposition.

Knowing the quantity of [illegible] & the drainage of a County the difference shows the [illegible] The committee is composed of Prof Henry Washington, Chairman G.E. Kilgard [Illegible] Genl. Geo. S. Meade you & myself Not hearing from anyone about I wrote to Prof. Henry & Col. Reynolds now in charge of the survey. They knew nothing about it. I have now written Prof. [Lovering?] the Secy. to Genl. Meade - Col. Reynolds replies that his estimates for 1867 are made up & forwarded to the Chief Engineer Saul Humphrys at Washington. Prof. Henry replies that Saul Humphrys has made an estimate but his report had already gone to the War Department. As to the [illegible] that part may be done by a petition to Congress - thinking you may not have been notified I write you thus particularly. Yours Truly Chas Whittberg
