COUNCIL CHAMBER, September 16, 1920.
A Special meeting of the Common Council was held on this date at 8 o'clock, to
take action upon appropriations for salary of City Manager, and Good Roads advertising.
There were present Councilmen Ellington, Forrest, Quaries, Twyman, Via and Whitten.

A Resolution appropriating $175 to aid in having film picture made of City, County
Constitution for issuing road bonds, adopted by the Board of Aldermen at their meeting
on the 13th inst. was placed upon its passage and unanimously concurred in.

The resolution increasing the salary of the City Manager to $3,600. per annum,
adopted by the Board of Aldermen on the 13th inst. was placed upon its concurrance
resulting in a vote of 3 to 3 as follows; Ayes, Ellington, Twyman and Whitten; Noes,
Forrest, Quarles, and Via.
The meeting then adjourned.

The regular monthly meeting of the Common Council was held on this date with the
following members present: Ellington, Forrest, Quarles, Twyman, Smith, Via, and Whitten.
The minutes of the September meetings, not having been recorded on the minute book,
were passed by until the next meeting.

His Honor the Mayor advised the meeting of the appointment of S. W. Woodson and
V. J. Kirby to the police force to take the places respectively of P. H. Marsh and
J. S. Nuckles, resigned.

Petition of the Y. M. C. A. for permit to erect a sign on Second Street was referred
to the City Manager and Street Committee with power to act, and petitions for arc

lights on AvonStreet and Monticello Avenue & Rialto Street, were referred to the
City Manager and Light Committee with power to act.

Chief of Police reported cash fines for September, $339.83; cases in default $18.00.

[text left margin] Industrial Commission of Va. [text end in margin]
Communication from the Industrial Commission of Virginia addressed to the Mayor
relative to the failure of the City to reply to a certain communication, was presented
to the Council with the statement that the letter referred to had not been received.
The matter was referred to the City Attorney for attention.

[text left margin] In re. delinquent tax list of 1919, Treasurer. [text end in margin]
The Clerk was authorized to sign the Treasurer's delinquent tax lists for the year
amounting to $1363.01.

[text left margin] In re. sal. warrants for Page & Grove. [text end in margin]
The Clerk was authorized to sign the salary warrants for J. N. Page and J. P. Grove,
Land Assessors for 1920.

The budget for the fiscal year ending August 31, 1921 was presented and referred to
the Finance Committee.

A proposed amendment to the traffic ordinance was referred to the Public Safety
and Ordinance Committees.

Request of the Childrens Home for certain repairs was referred to the City Manager
and Buildings & Grounds Committee.
The following offered by Dr. Forrest was adopted by a vote of 3 to 2, as follows:
Ayes: Forrest, Quarles, and Via; Noes, Smith and Whitten (2). Excused from voting
Twyman and Ellington.
