Monday 8 O'Clock P.M.
Kingston, March 8th 1897

A Special meeting of the Council of the Corporation of the City of Kingston
was held this day. Present

His Worship the Mayor

Aldermen

Allen, Bell, Carson, Elliott, Johns, Livingston, Minnes, Mooers,
McKelvey, Richardson, C.Robinson, W.Robinson, Ryan, Stewart,
Tait, Taylor, Toye, Walkem, Wright.

The Mayor stated to the Council that the meeting was called for the
purpose of receiving the report of the Committe on Finance &c upon the bill of
the Kingston Smith's Falls & Ottawa Railway Co. now before the Legislative
Assembly.

Members of a deputation present addressed the Council on the subject.

Ald Carson brought up the Petition of David Gibson and 244 others asking
the Mayor and Aldermen to present the passing of the Kingston Smith's Falls
and Ottawa Railway and to do away with the City Bonus to said Railway
Company &c - Referred to Finance Committee.

Ald Richardson brought up the Report on Finance which was read.

On motion of Ald Richardson seconded by Ald Allen
That the Report of the Finance Committee be received and adopted.

In amendment 1st
Ald Elliott moves seconded by Ald Carson
That section 4 of Bill No 29 now pending before the Legislative Assembly
entitled "An Act respecting the Kingston Smith Fall's and Ottawa Railway
Company" be amended by adding thereto the following proviso: -

Provided that no resolution or by law passed by the Council of
the Municipality of the City of Kingston pursuant to this act or to said Sections
12 and 13 of said chapter 92 shall be valid unless and until the same shall
have received the assent of the Electors as provided in the case of a by-law granting
a bonus in aid of a railway and all the provisions of the Municipal Act applicable
to the submission of a railroad bonus by-law to the Electors of said Municipality
of the City of Kingston.

In amendment 2nd
Ald Walkem moves seconded by Ald Johns
That in amendment to the amendment that the following be added to
clause 4.

Provided that it shall be within the power of any municipality before
passing any resolution or by-law granting a bonus to said road to submit the same
to the Electors for ratification as required on the submission of a railway bonus
by-law which being put was carried.

And the first amendment being put was lost.
