Monday 8 o'Clock P.M.
Kingston, September 28th 1896

A Special meeting of the Council of the Corporation of the City of Kingston was held
this day. Present:

His Worship the Mayor
Aldermen:
Allen, Behan, Carson, Curtis, Drennan, Livingston, Martin,
Minnes, Redden, Robinson, Skinner, Stewart, Strainge, Tait

The Mayor stated the meeting was called to consider and pass By Laws.

Ald. Martin introduced By Law No 563 entitled "A By Law to ratify and
confirm a certain agreement therein mentioned" which was read a first time.
The 30th Rule was suspended and the Council went into Committee of
the Whole on the second reading.
Ald. Allen in the Chair
The Council resumed
The Committee rose and the Chairman reported the second reading of the By
Law clause by clause. The report was received.
The 30th Rule being again suspended the By Law was read a third
time and passed.

Ald. Drennan introduced By Law No 564 entitled "A By Law to
partially exempt William Bailey and Companys Broom Factory from the payment
of Municipal taxes except local improvement rates and school taxes or rates for
a period of five years from the first day of January 1896" which was read a first
time.
The 30th Rule was suspended and the Council went into Committee of
the Whole on the second reading.

The Council resumed
The Committee rose and the Chairman reported the second reading of
the By Law clause by clause. The report was received.
The 30th Rule being again suspended the By Law was read a third
time and passed.

Ald. Behan introduced a By Law entitled "A By Law to raise by way of
loan on the credit of the Debentures therein mentioned the sum of $15000 required
for the further extension and improvement of the City Water Works" which was read a
first time.
The 30th Rule was suspended and the Council went into Committee of
the Whole on the second reading.

The Council resumed
The Committee rose and the Chairman reported the second reading of the By Law
clause by clause. The report was received.

Ald. Drennan introduced By Law No 565 entitled "A By Law
to authorize the issue of Debentures for the sum of $22,000 under the City of
Kingston Debt arrangement Act 1887 (50 Victoria Chapter 56 Ontario 1887)"
which was read a first time.
