To the honorable Mayor and City Council:
We the undersigned citizens of the Third Ward, who live East of the Santa Fe R.R., have no passage way to the limits of the city between East Thirteenth and East Nineteenth Streets, petition your Honorable Body to open up Seventeenth Street which is the most practical and best route and will accommodate the greatest number of people

And the city of Fort Worth hereby grants to and recognizes in the aforesaid business houses and the owners and managers thereof the right to maintain the said platforms at the pleasure of the city of Fort Worth, and in granting and recognizing such right the said city does not grant or recognize any permanent right, but only a temporary right which the city may revoke or continue at its pleasure. & the city council expresses reasons the right to request the person named on any part platform or platforms to have one half of the streets in which the same of such material & in such manner as the city council may direct
Section 4. In passing this ordinance it is further provided that nothing herein shall be construed to deprive the city of the right to grant a license to such person or persons or firms or corporations as may be a petition to the city council show a necessity for the erection or maintenance of a platform on and across any sidewalk, and the city shall have and does reserve the right to grant such temporary license or right to construct and maintain such platform as may appear to the city council at the time the same is petitioned for to be necessary upon such ordinance as to the city council may seem proper & necessary
Section 5. That all ordinances and parts of ordinances in conflict herewith be and the same are hereby repealed to the extent that they conflict herewith.
Section 6. that this ordinance shall take effect and be in force from and after its passage.
