JOHN B. HAWLEY, CONSULTING ENGINEER, MEMBER AMERICAN SOCIETY CIVIL ENGINEERS. MEMBER ENGINEERING ASSOCIATION OF THE SOUTH. MEMBER TEXAS ASSOCIATION CIVIL ENGINEERS.

FORT WORTH, TEXAS, May 5th 1905

Hon. The Mayor and City Council, City.

Gentlemen:

We, your Committee on Streets and Aleys, and City Engineer, to whom was referred the attached petition and claim of Mr. Thos. B. Ellison, amounting to $362.36, have the honor to recommend that the matter is somewhat complex, altho Mr. Ellison has some just claims due to the sewer line mentioned being on his property, the moving of which caused him some expense.

We therefore recommend that the matter be settled by a board of Arbitration, one member of which shall be selected by the City, one by Mr. Ellison, and in case of their failure to agree, a third to be selected by those two. All three are skilled in such matters.

Respectfully, B. L. Waggoman Jake F. Zurn Committee.
