Hon. Mayor and Board of Aldermen,

Gentlemen:

In making this my 4th, annual report, I must take this occassion to heartlly thank the good people of our city for renewed confidence bestowed upon me by re-electing me to the office which I now hold. This election comes not as a personal favor to me but, as I take it, as an indorsement of my administration for the past four years. The gentleman who opposed me is a good man, personally popular and worthy, but in conducting my office I have always been guided by the interest of the people, suppressing and preventing crime in all measures possible, and thereby insuring safty to the people, and endeavoring to make life worth living. As to how well I have succeeded let the public judge. In their indorsement I I have in a measure satisfied them. To his Honor the Mayor, and you Gentlemen of the Council, I must again thank you for the assistance rendered me under all the circumstances arrising, during the past year. Without your aid I could have done but very little.

I have some matters I desire to present for your earnest consideration. The sanitary condition of the calaboose is in a deplorable state. The best that could possibly be done has been done under the present unsanitary surrounds. New closets and sewering in proper shape is absolutely necessary before the conditions can be remedied. If this can be accomplished at once, I know I can make habitable the city prison.

Another of some importance I think, and that is the confinement of the youthful criminals with the hardened convict. It so often happens that we are compelled to confine young boygs in the calaboose with old criminals, and in so doing we have no alternative but to confine them with the prisoners there incarcerated. It frequetly happens that some of the worst of the human kind are then in durance vile, and, ofcourse, the boys are thrown with the men

and associations are formed, that leads to ruin, the young, who under different prison environments might make good men. If some other place could be utilized for a boys prison, I believe better results would come to the boys, and the law satisfied, and the old offender kept from exercising influence upon the youth. We all know crime flourishes through good and evil times, and like Tennison's Brook it goes on forever, and every avenue of prevention should be guarded, and the youth trained in a proper way. The effort to live without work has brought into effort the brainest men of the country. Statemen of the highest order must stand convinced, that, the brains of the country are not all within the pale of the law. Intelligence and energy, unequalled in any line now pervade the criminal profession -so much greater the need of precaution on the one hand, and the employment of skill on the other to meet the bold raids of the criminal gentry upon law and order.

The Detective departmens of our city is in able hands. The record for the past year meets my hearty commendation, and our people can be congratulated on the small number of thefts and burglaries. Not a city in the United States of our size, can boast of better detective work. My mounted policemen and patrollmen all have lived up to requirements, and have at all times been ready to sacrifice for our citizens, and on their behalf I extend to you their thanks.

Below will be found an itemized statement of the work done with some interesting particulars which I present for your perusal.

NUMBER OF PERSONS CONVICTED IN DISTRICT COURTS OF FELONY. An aggregate sentence of one hundred and seventy years was given twenty-two prisoners.

Death sentence to one and And a life sentence to One.

There are twenty-two cases waiting trial, as follows:-

For theft from the person, highway robbery, assault to Murder, murder, forgery, burglary, seduction, and theft Over $50.00. All these are penitentiary cases.
