Monday 8 o'clock P.M. Kingston June 1st 1896

A meeting of the Council of the Corporation of the City of Kingston was held this day. Present:

His Worship the Mayor Aldermen: Allen, Behan, Carson, Curtis, Donnelly, Hewton, Livingston, Martin, Minnes, Newlands, Richardson, Ryan, Skinner, Stewart Strainge, Tait, Walkem

The Clerk read the minutes of the last meeting.

Communications summarized by Clerk were read and referred as follows:

From John Blevins City Clerk Toronto inviting the co-operation of the City Council in securing a reduction in the rate of postage on drop or City letters. Referred to the Committee on Finance &c.

From Thomas Crate asking &c.

From George Thompson, Collector of Taxes stating Taxes Collected to date. Referred to the Committee on Finance. &c

From F.C. Ireland City Treasurer stating fees received from Market No 1 to date. Referred to the Committee on Finance &c.

From Mrs Saunders and others respecting taxes. Referred to the Court of Revision.

From Wm L. Gordon City Commissioner calling the attention of the Council to passing a By Law governing the erection of guards or fences around boulevards. Referred to the Board of Works.

From Wm L Gordon Secretary Local Board of Health stating the Local Board request the Council to pass a By Law governing the erection of Dry earth Closets Referred to the Committee on City Property.

From William G. Craig Secretary Kingston Foundry and Machinery Co Re: adjustment of taxes for the year 1895. Referred to Committee on Finance &c.

From Fred Osler on behalf of two blind men named Coleman asking Council to relieve them from the payment of $3.15 for work done by W. Follest (cleaning a pit). Referred to the Committee on Finance &c.

The Clerk submitted Auditors detailed statement &c in duplicate for the year 1895 left over.

From John Mudie Esquire by Ald Skinner Re: taxes . Referred to Court of Revision.

From John Gilbert and others by Ald Richardson asking for an asphalt walk on West side of Barrie Street from Union to Clergy Streets Referred to the Board of Works and the City Commissioner.

From R.W. Gowan and 72 others by Ald Newlands requesting that Barrie Street be continued to Pine Street. Referred to the Board of Works.

From P.A. Haffner by Ald Strainge complaining of snow being removed in front of lot Albert and Johnston Street &c. Referred to the Board of Works.

From William Mundell and 10 others by Ald Richardson asking for a new side walk on the east side of Arch Street between Union and Deacon Streets and to be laid down outside present walk so as to afford a boulevard. Referred to the Board of Works.

their services in reporting the proceedings of this Council during the present year.

A Communication from S.L. Morrison Esquire was read requesting that the guage of the street Railway to be laid in this City be changed from three and one half feet to four feet.

On motion of Alderman Drennan seconded by Ald: Allen Resolved, that in the opinion of this Council the street Railway By Law should be Amended by extending the width of track of said Railway to four feet.

Ald: Drennan introduced a By Law respecting the Kingston street Railway which was read a first time.

On motion of Ald: Dupuis seconded by Ald: Price Resolved, that in the opinion of this Council arrangements should be made for having the minutes of the proceedings of the City Council together with a detailed account of the moneys received and expended in this City, printed in pamphlet form for gratuitius distribution among the taxpayers of the City, and that the Committee on Printing inquire and report upon the expense of so doing.

On motion of Ald: McCammon seconded by Ald: Harty Ordered, that the next regular meeting of this Council be held on Tuesday January 2nd 1877.

On motion the Council adjourned.

A Meeting of the Council of the Corporation of the City of Kingston was held this day. Present

His Worship The Mayor Aldermen Allen, Asselstine, Campbell, Clements, Drennan, Dupuis, Gildersleeve, Metcalfe Mooers, McCammon, McDermott, McRossie, Walkem

The Clerk read the minutes of the last meeting.

A Communication from the Reverend L.W. McVety and W.H. Palmer was read accepting the conditions of sale ($1250 in cash) of the lot they have been negotiating with the City Council for Church lot.

On motion of Ald Drennan seconded by Ald Allen Ordered, That this Council accept the offer of L.W. McVety and WH. Palmer for Lot on Montreal street and that the City Solictor make out the papers for the same.

A Communication from Mr Harry Lindley was read proposing to rent Ontairo Hall for an Opera House.

On motion of Ald. Drennan seconded by Ald Allen Ordered, That the Communication of Harry Lindley & Co be referred to the Committee on City Property to report.

A Communication from James J. Burrowes Esquire Judge County Court was read. In Re Court Room &c.

On motion of Ald Gildersleeve seconded by Ald Walkem Ordered, That the Communication of Judge Burrowes be referred to the Committee on City Property to report.

A Communication from G. W. Leslie was read on the subject of numbering the Houses of the City &c

On motion of Ald Carson seconded by Ald Drennan Ordered, That the Communication of George W. Leslie be referred to the Committee on Streets to report.

The Awards in Re Thomas R Dupuis and William Patterson opening certain streets were submitted and read.

Ald Walkem brought up the petition of John L Gordearle respecing Taxes - there was no action taken therein.

Ald McCammon brought up the petiton of Edward McArdle and Patrick Lennon respecing broken stones

Ald McCammon moves seconded by Ald Metcalfe That the petition of Edward McArdle and P. Lennon be referred to the Committee on Streets to report which being put was lost

Ald Metcalfe brought up the petition of Samuel Marshall

A Circular from Ald Hallam Toronto was read in re Free Libraries and draft bill of same

On motion of Ald Smythe seconded by Ald J Wilson Ordered, That the Communication of Ald Hallam of the Toronto, City Council and the draft amendments of the City Solicitor to the Municipal and assessment acts be referred to the Law Committee of the next years Council

A Communication from Lt Col Villiers was read requesting that the board walk be extended from Saint Paul's Church to the Artillery Barrack Gate

On motion of Ald W Wilson seconded by Ald Gordon Ordered, That the petition of Col Villiers be referred to the Committee on Streets to report

A Requisition from City Clerk for sundry supplies was read and referred to the Mayor

A Communicaiton from William Robb was read asking the Council to furnish him with a Horse. There was no action taken thereon

A Communication from William H Sullivan Secretary Roman Catholic Separate School Board was read complaining of an overflow of John Street drain and requesting it may be remedied &c

On motion of Ald Gaskin seconded by Ald Allen Ordered, That the communication of WH Sullivan in reference to bad drainage near Separate School be referred to the Committee on Streets to report

A Communication of James Kearns was read stating the Fire alarm will have to pay a proportion of the expense for attaching wires on poles on Cataraqui Bridge

On motion of Ald Wilson seconded by Ald Gordon Ordered, That the Communication of James Kearns be referred to the Committee on Fire, Water and Gas to report

A Communication from the Minister of Militia was read acknowledging receipt of Communication of 27th ultimo respecting land required by the Corporation for extension of streets

A Communication from John McKelvey Esquire President Kingston Street Railway Company was read on the state of Road

the By Law was read a third time and passed.

A communication from the Sisters of the House of Providence was read asking for a remission of the rent of the Halls on the occasion of their late Bazaar.

On motion of Ald Smythe seconded by Ald McIntyre. Ordered, That the request of the Sisters of the House of Providence be granted.

A communication of James Agnew City Solicitor was read stating the Writ of Prohibition applied for by the Royal Insurance Company respecting their assessment has been refused with costs.

A communication from Mrs. Mary A. Field was read complaining of the overflow of water in cellar owing to defective drainage. Referred to the members of the Victoria Ward.

A circular from Jessie McEwen President Woman's Suffrage Association was read enclosing form of petition of the Toronto City Council to the Ontario Legislature to grant the political and municipal francise to women on the same terms as to men and requesting the Council to concur on the action taken.

Ald McGuire moves seconded by Ald John Carson That on the communication of Jessie McEwen this Council desire to express their approval of the proposed legislation extending the franchise to widows and other unmarried women to the same extent as now enjoyed by men in respect of their own property.

In amendent 1st Ald Smythe moves seconded by Ald Shaw That this Council is of opinion that unmarried women with sufficient property qualification should be entitled to exercise the suffrage at all municipal elections on the same terms as men.

In amendment 2nd Ald McIntyre moves seconded by Ald R.J. Carson That this Council consider it undesirable in the public interest that the suffrage be extended to women in municipal and political matters, which being put was lost. (Yeas 7 Nays 12) as was also the first amendment (Yeas 6 Nays 14) and the original motion was carried Yeas Aldermen John Carson, Clements, Creeggan, Downing, Dunn, Irving, McGuire, Redden, Shaw, J. Wilson 10. Nays Mayor Livingston, Aldm R. J. Carson, Carruthers, Law, McIntyre, Quigley, Smythe, Whiting, W. Wilson 9.

A communication from B.M Britton Esquire on behalf of Miss Mercy McKane was read asking if anything has been done for her. Referred to the Finance Committee.

A communication from the Grand Trunk Railway Montreal was read respecting hydrant &c at depot. Referred to the Committee on Fire Water and Gas.
