Monday 8 o'clock P.M. Kingston May 14th 1894

A meeting of the Council of the Corporation of the City of Kingston was held this day. Present

His Worship the Mayor

Aldermen

Allen, Behan, Carson, Curtis, Elliott, Horn, Martin, Meek, Mundell, McIntyre, McKelvey, Richardson, G. Robinson, Ryan, Skinner, Walkem, Wright

The clerk read the minutes of the two last meetings.

Communications summarized were read as follows: -

From T. O. Robson, President Re Canadian Cattle Trade - Referred to the Finance Committee.

From Miss Machar - Secretary poor relief Association showing expenditure for year - Referred to the Finance Committee.

From E. J. B. Pense asking for cheque Hospital Grant by city.

On motion of Ald McKelvey seconded by Ald Richardson Ordered, that the amount of $750 as provided in the Budget be paid to the Treasurer of the Kingston General Hospital.

From Robert Creighton Accountant Provincial Penitentiary enclosing account for material &c - Referred to the Board of Works.

From John Macdonald Secretary Public School Board asking on what terms the Board can aquire the use of Ontario Hall - Referred to the Committee on City Property.

From John Macdonald Secretary Public School Board asking for a Grant of $20,000 to erect a new School house and to pay indebtedness on Victoria School, about $1100 - Referred to the Committee on Finance

From W. M. Drennan, Secretary Celebration Committee Queens Birthday asking for a grant of $20 towards advertizing.

On motion of Ald McKelvey seconded by Ald. Meek Ordered That the communication of Wm M. Drennan on behalf of the Celebration Committee be referred to the Committee on Printing with power to act.

From George Osborne complaining of Horses and Cows being allowed to run at large.

On motion of Ald McIntyre seconded by Ald Martin Ordered That the communication of George Osborne be referred to the Committee on City Property and that in view of the number of complaints made by Citizens of the inefficiency of the present Pound Keeper the said committee is hereby ordered to make inquiry as to the cause of such inefficiency and report at the next regular meeting of this Council upon the measures proper to be taken to ensure a thorough enforcement of the pound By Law and the efficient protection of citizens in future from the annoyance complained of.

Petitions were presented and referred as follows: -

From Miles Sinnott and 14 other Cabmen by Ald Behan asking for a reduction of License - Referred to the Committee of Finance.

From George Cliff, by Ald Horn, respecting frontage charges - Referred to the Board of Works.

From W. Smallridge and 9 others by Ald Mundell asking for removal of Board Walk to East side of Alfred Street between Union and Earl streets - Referred to the Board of Works.

Ald McIntyre brought up the petitions of James Gowdey and Edward Lark respecting Taxes

On motion of Ald: McIntyre seconded by Ald: McRossie Ordered, that the petitions of J. Gowdey and E. Lark be referred to the Court of Revision to report.

Ald: McIntyre brought up the petition of Ephraim Brown respecting Taxes

On motion of Ald: McIntyre seconded by Ald: McRossie Ordered, That the petition of E. Brown be referred to the Court of Revision.

Ald: McIntyre brought up the petition of M. Foley and ten others Carters on the subject of suing for their fares

On motion of Ald: McIntyre seconded by Ald: Drennan Ordered, That the petition of M. Foley and others Carters be referred to the Police Commissioners

The Chairman from the Committee on Streets and Improvements brought up a Report (Number 532 Book D) which was read.

On motion of Ald: Allen seconded by Ald: Gaskin That the report of the Committee on Streets and Improvements be received and adopted

In Amendment Ald McRossie moves seconded by Ald: Carson That the report of the Committee on Streets be amended and that R. Winman be allowed $5 for damages done to his garden - which being put was [underline] lost [/underline] and the original motion was [underline] carried [/underline].

Ald: White from the Committee on Finance and Accounts brought up a Report (Number 533 Book D) which was received and adopted.

Ald: McIntyre, Chairman of the Select Committee on Engineer Youldens Communication brought up a Report (Number 534 Book D) which was read and adopted

The Chairman from the Committee on Licenses &c brought up a Report which was read

Ald: Metcalfe moves seconded by Ald: White That the Report of the Committee on Licenses be received and adopted - which being put was lost.

On motion of Ald: Carson seconded by Ald: Allen Ordered, That the sum of (250) two hundred and fifty dollars be placed at the beginning of 1877 to be paid in the year 1877 to Credit of the School Board for the old School house and lot in Williamsville on said School Board handing over deed of the same to the City and to the satisfaction of the City Solicitor said property to be used for a street being a continuation of Durham street

On motion of Ald: McRossie seconded by Ald: McIntyre Ordered, that the sum of twenty dollars be granted to each of the Reporters of the Newspapers (News & Whig) for their

economical administration of the affairs of the City and for such purpose to place itself in communication with the different standing committees of the council with the Police Comissioners and the School Board

On motion of Ald Snook seconded by Ald Redden Ordered that Aldermen Gaskin, McIntyre Fee, McGuire and the mover be a Committee on officers and salaries and back taxes with power to examine books and documents and report in haste as expedient - yeas - 18 nays - 2

On motion of Ald Mooers seconded by Ald Irving Ordered that Alderman McKelvey be the Director of the Kingston and Pembroke Railway Company on behalf of the City during the ensuing year

Ald Carson moves seconded by Ald McKelvey That the Clerk advertise in both Daily Papers two insertions for applications up to Monday next, noon to fill the office of assessors and that they be appointed at a future meeting of the Council and that the vote be taken by ballot and that the applications be in the hand [regarding] of the applicants.

In Amendment Ald Gaskin moves seconded by Ald Anglin That the vote for assessors be an open vote which being put was carried ^yeas 10 nays 9 and the original motion being put was carried as amended

On motion the Council adjourned

The Clerk read the minutes of the last meeting

A Circular from Ald Hallam Toronto was read in re Free Libraries and draft bill of same

On motion of Ald Smythe seconded by Ald J Wilson Ordered, That the Communication of Ald Hallam of the Toronto, City Council and the draft amendments of the City Solicitor to the Municipal and assessment acts be referred to the Law Committee of the next years Council

A Communication from Lt Col Villiers was read requesting that the board walk be extended from Saint Paul's Church to the Artillery Barrack Gate

On motion of Ald W Wilson seconded by Ald Gordon Ordered, That the petition of Col Villiers be referred to the Committee on Streets to report

A Requisition from City Clerk for sundry supplies was read and referred to the Mayor

A Communicaiton from William Robb was read asking the Council to furnish him with a Horse. There was no action taken thereon

A Communication from William H Sullivan Secretary Roman Catholic Separate School Board was read complaining of an overflow of John Street drain and requesting it may be remedied &c

On motion of Ald Gaskin seconded by Ald Allen Ordered, That the communication of WH Sullivan in reference to bad drainage near Separate School be referred to the Committee on Streets to report

A Communication of James Kearns was read stating the Fire alarm will have to pay a proportion of the expense for attaching wires on poles on Cataraqui Bridge

On motion of Ald Wilson seconded by Ald Gordon Ordered, That the Communication of James Kearns be referred to the Committee on Fire, Water and Gas to report

A Communication from the Minister of Militia was read acknowledging receipt of Communication of 27th ultimo respecting land required by the Corporation for extension of streets

A Communication from John McKelvey Esquire President Kingston Street Railway Company was read on the state of Road
