Dear Doctor Van Waters:

Thank you for your letter in behalf of Mr Raoul Larocque.

In recruiting for Nursing Assistants to work with our mentally ill veteran patients, we seek persons with tact, patience, understanding and the other personal qualities which we feel contribute to succesful performance in this sensitive position. We also look for the kind of person who will serve as a model which our patients can emulate on their road back to mental health.

Enclosed is a copy of Federal Personnel Manual Letter 731-2 which prescribes the Civil Service policy and procedures relating to the employment of persons with criminal records.

Pleas read this publication carefully and share it with Father Foley and Mr. Kerr. If, after you read it you are convinced that Mr. Laroque would be a good risk for emplyment in a VA neuropsychiatric hospital, you may have him complete the enclosed Standard Form 57. We would like also to receive a definite recommendation from you, in addition to the information required in the paragraph on pages 3 and 4 of the FPM Letter.

After we have had the opportunity to review all of the information you send us, we will contact you again.
