123 Columbia Wash. Jan 6th 1/96 The Town Council of the Town of Columbia met persuant to adjournment. Mayor Peirson presiding: Roll Called: Councilmen present; C N Groat, W D Calder and L Almquist; Absent J D Chase; Minutes of last meeting read and approved. No Committee Reports: Town Treasurer presented his annual report which was read and referred to the incoming finance Committee: Town Clerk presented his annual report which was read and referred to the incoming Finance Committee: Matter of rate of interest to be allowed an Warrant No 32 referred to City Attorney; Marshal asking further time to make his report was granted to the next meeting on Tuesday Evening Jan 14th Bill of J L Taylor for $25.75 for Lumber to cover Bridge Road. Referred to Finance Committee which was OKed and on Motion warrant was ordered to pay the same. Bills of Officers of election int he sum of $4.12 dollars each was rejected and on Motion Warrants ordered in the sum of $2.50 dollars each infavor of A H Hepler H E Brooks as judges and Thad Osgood as inspector. On Motion warrants were ordered to Officers' Salaries as follows: L E Thompson City Attorney 3 Months J A Kelso Clerk 3 Months J C Huff Marshall 3 Months Votes at the Election held on Dec 3d were canvassed and found to be as followsL Councilmen for 2 years W D Calder 11 Votes D C Brown 16 Votes F J Brown 17 Votes A A Hepler 15 Votes C F Reeves 12 Votes W D Brown 1 Vote Res Hepler 2 Votes

O A Schade receiving the highest number of votes was, on motion, declared elected to the Officer of treasurer for the term of one year. Ordinance No 61: "An ordinance granting to the Columbia Transportation Co the priveledge of erecting, constructing and maintaining a wharf on "A Street" between Irving Ave and Abbott St of the Platt of Maynard L W Addition and regulating the use thereof and authorizing the opening of "B St" westward therefrom by the granting of this Franchise." was read abd o n Motion was passed: and approved by the Mayor. 141 Columbia Wash Dec 7th 1/96 The Town Council of the Town of Columbia met persuant to adjournment: Mayor Peirson presiding Present D C Brown, F J Browne & C N Groat: Minutes of last meeting and special meeting read and approved: City Attorney Report Grade Tax paid on Lots [?] by A H Hepler, and lots [?] by W R Hadlock Balance of Grade Taxes in progress and suits filed: Bill of J A Kelso for financial exhibits, entering back accounts and reentering warrants amt $40.00 referred to finance committee: Bill of Avery Hughston for digging ditch and putting in culvert Amt $2.55 ordered paid out of Emergency Fund: Petition of A Hook for Transfering Grade Taxes from Lots 152 and 153 to Lot 154 Blk 6 read and on motion Petition granted: Ordinance No 66 An Ordinance regulating notices of Election Appointment of Boards of Election and regulating the compensation was carried and on Motion was carried: Signed and approved by the Mayor On motion Board proceeded to elect Board of election and resulted in the election of C R Hepler, inspector and Jose Hellenthall and Dr H E Brooks, judges: Council adjourned to meet first Monday in January 1/97 J A Kelso Clerk

146 On the recommendation of the Marshal and on motion the folowing rebates were allowed on water rents: W S McCurley for the monthof Sept W S McGarvin for the months of Nov & Dec Mrs Chase for the month of August and C Cameron for the month of Dec. On motion General Fund warrants were ordered in favor of the Salaried Officers as follows: J A Kelso Clerk's Salary for Oct, Nov, & Dec. 1896 $25 W S McCurley Attys Salary for Oct, Nov, & Dec. 1896 $30 C P Hutchinson Marshal Salary for Oct, Nov, & Dec. 1896 $18 the Following Bill of Election Officers was read: C H Hepler, Inspector H E Brooks and Jose Hellenthal, Judges in the sum of $4.70 each being for 12 hours seervice & Ordinance No 66 fixing the compensation of election officers at 25 cts per hour being passed at the regular Meeting to said ordinance and that General Fund warrants be ordered as follows: C R Hepler 12 hours @ 25 cts 3.00 H E Brooks 12 hours @ 25 cts 3.00 Jose Hellenthal 12 hours @ 25 cts 3.00 On motion Council Acting as a canvassing Board proceeded to canvass the returns of Election held on Dec 8th 1/96 As returned and certified by election Officers: The Clerk being duly sworn StateS that he received that Poll Book of said election from C R Hepler Inspector. and that the said Poll Book has been in his posession ever since and that the same has not been changed in any way: The Board after carefully examining that said Poll Books and Tally Sheets find that C F Reeves received 17 votes for Mayor and F M Woodruff received 16 votes for Mayor Chas Cameron received 18 votes for Councilman Thad Osgood received 19 votes for Councilman R H Heston received 15 votes for Councilman F S Barrell received 16 votes for Councilman Terms of Councilman to 2 years Carried forward

178 Columbia City Wash March 7th 1898 The Town Council of the Town of Columbia met in regular session at 8:35 o'clock with Mayor Reeves in the chair. Roll call answered by Cameron, Osgood and Hepler. Minutes of previous meeting read and approved. Verbal report of City Attorney heard regarding street grade and road tax matters. Clerk's bond presented and accepted by regular motion. Attorney's bond presented and accepted by regular motion. Marshal reported his bond as not completed and there being noobjection, further time was granted him in which to file said bond. On motion water main was ordered laid or exended along Ferdinand Street and also to the sidewalk fo house occupeid by C S chase for connection and the matter referred to the Water Committee. Petition for road repairs by A Mattiesen heard and on motion the Marshal and Street Committee were instructed to utilize the dog tax and poll tax of the town in making repairs on Noble St Hill Board of Health reported organization and election of officers as follows: J A Laurence, chairman, J A Campbell, secretary, and H E Brooks, Health Officer. By request Council gave permission for the Health Officer to issue a proclamation to all those in charge of vaults and garbage piles to have the same attended to according to recognized sanitary measures.
