Orig. jurisd. in Dist. Cts. — No jurisd.
amts. involved. Exclusive so as to
promote uniformity.

[Panama R. R. Co. v. Johnson (p.277)] Law of admiralty pretty well codified
now. Such existed in colonial times, ∴
framers had this in mind.

[Rounds v. Cloverport Co. (p. 280)] A libel in rem you can only bring
in the Fed. Ct. — you proceed right
against the ship by name.
e.g. if injured while passenger on a ship
which collided with another, you can go v.
either or both ships in rem (only in fed. ct.),
or go against owners in personam in
state ct., or if there is diversity, in fed. ct.

[To be maritime, must occur on maritims waters.]
The basis of jurisd. in tort actions:
Tort — where the tort happens — locus
delecti. The tort doesn't have to
be peculiar to the seas.
It's also where the act takes
effect — not where it starts. (where
land & sea mixed).
