Dear Sir
An apology is due to you for my not writing from Fayetteville. I was occasioned by my arriving there much later than I expected, h aving to wait almost half the day at Sneads Ferry whilst the lee was cutting thru' for the ferry to last to pass. This of course shortened my time at Fayette ville & did not leave sufficient to arrange [??] should have accompanied the letter, [??] accuracy which the occasion required. I fear it is now [??] I am engaged in fitting out my two boys for the University & other pressing business all at the same time. If so, write tahink you for your opinion freely as I am not in such an hurry about it as to wish it delivered immediately if realy will be best. Should you think proper to recommend any improvements or to correct it, this favour will be thankfully acknowledged & to give you time [??] may
return by Raleigh to receive your Command in case you direct him so to do.
It will be very essential to justice that you inform the Gentlemen of your opinion how the debt ought to be settled & that you variably never require interest where the Dettr comes [??] & is willing to settle without [??], and that you should not require interest from Armstrong himself if he, instead of me, came to pay. These with such other Remarks as you think proper & consistent with your duty will, I doubt not be very serviceable. In looking over my observations I flatter myself will see strong & equitable ground entitling me to peculiar favour totally independent of what a leading member of the Senate thought proper to set forth in the [??] of the Resolution of the House authority a titlement at [??] in the pound without Interest [??] my gift to the University
