You [no] [doubt] [have] [?] that the Legislature of Md. have under consideration the propriety of passing a "Stamp Act" which, if it becomes a law (and I [?] hope it will not) will require all notes, [bonds], mortgages [?] to be taxed and stamped. If this [atrocious] law is passed, it appears to me nobody [could] [furnish] better or sooner [the] necessary machinery than yourself, and I hope you will appreciate my [?] in calling your attention to this matter that you may be ready to offer your services to the Governor in [?] of [Loans], or [whoever] may be empowered to issue the stamps. The [bill] will be discussed in the House next Thursday.
