public grounds and bridges in good condition, and the
said City shall not be responsible for any damages oc-
casioned thereby. All trenches shall be properly pro-
tected and at night danger lights shall be set. It shall
be the duty of the City to establish grades of any
streets not already estblished upon which the Water
Company may desire to lay its mains.

SEC. 7. That the said water company shall not charge
to the consumers during the existence of this franchise
exceeding the following maximum rates, but they shall
have the right at their option at any time to insert a
water meter into the service pipes of any consumer
and suply him at meter rates. No water shall be sup-
plied to any consumer per year for less than $5.00.
