That no sudent be allowed to attend the
College without payment of fees, unless authorized
by the Board.

That the Secretary of the Board
be, and hereby is authorized to appoint a
time for the payment of fees, and to collect and
give recipts for the same.

That the Professors be requested
not to issue tickets to students until
they produce the Secretary's receipt for, or the
authority of the Board for non payment of fees."
